Duties Description The position will be in the Bureau of Fiscal Reporting and Data Analysis (FRDA). FRDA coordinates with the Department of Health (DOH) and OPWDD staff to implement rate-setting policy specific to OPWDD's network of not-for-profit providers as well as provides technical assistance to OPWDD regional offices and providers. FRDA reviews DOH rate calculations, fiscal impacts and regulatory/policy documents related to rate methodologies. FRDA also analyzes the fiscal stability of not-for-profit providers with a concentration on those agencies experiencing fiscal and programmatic difficulties. Additionally, FRDA oversees the process through which OPWDD's network of not-for-profit provider agencies annually report costs on the Consolidated Fiscal Report (CFR) and analyzes provider fiscal data for policy development and assessment purposes.
The duties of the position may include, but are not limited to, the following:
- Analyze fiscal impacts associated with changes in OPWDD Medicaid Fee-For-service (FFS) rate calculations
- In conjunction with the Department of Health, assist in rate setting activities related to the existing Medicaid FFS rate methodology and a regional, Acuity-based rate methodology that is currently under development
- Analyze and review provider financial data from cost reports for use in the development and review of rate methodologies
- Create data workbooks and charts that summarize cost and rate data in a comprehensive and understandable format. This work will necessitate proficiency in the use of Excel, including the ability to read and write formulas; familiarity with Access would be helpful
- Research and interpret OPWDD rate-related regulations, State Plans, Home and Community-Based Wavier Agreements and/or policies and procedures.
- Interact and coordinate with the other Bureaus within OPWDD and with other NYS Agencies
