The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Duties Description The position will be in the Fiscal Analysis Unit of the Bureau of Fiscal Reporting and Data Analysis (FRDA). The Fiscal Analysis Unit has the responsibility for the review and monitoring of the financial soundness and stability of the not-for-profit providers that are authorized by OPWDD to deliver services from the array of possible programs. The objective is to identify providers with potential fiscal vulnerabilities and to alert appropriate internal departments which can intervene to offer continued monitoring, guidance and remediation. Reviews are conducted either by request, usually when a provider is being considered for an expansion of services, or otherwise; on a periodic basis, with the frequency determined by the fiscal assessment made at the time of the most recent review. Reviews include, but are not limited to, an examination of financial statements and audit report disclosures, Consolidated Fiscal reports, 990s, requested supplemental interim financial statements, web research, OPWDD audit reports, medical and Division of Quality Improvement findings.
The duties of the position may include, but are not limited to, the following:
- Oversee staff in the Fiscal Analysis Unit, monitor workloads to ensure even distribution and timely completion of assignments, establish Unit priorities;
- Supervise and train staff;
- Provide direction and assistance in setting fiscal review policies and procedures;
- Research and interpret regulations and/or policies and procedures;
- Develop and monitor financial analysis and fiscal viability determination procedures;
- Research Generally Accepted Accounting Principles (GAAP) as they relate to not-for-profit providers
