Minimum Qualifications "Permanent Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 4 (HPA 4), G-29/M-3 OR a Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and deemed eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications:
Professional experience in the administration and/or surveillance of a New York State Department of Health licensed long-term care facility, including knowledge of licensure and certification activities, surveillance activities, and complaint investigations. Must demonstrate strong interpersonal and organizational skills and excellent independent decision-making, writing and editing, and critical thinking capacities; experience with development and interpretation of long term care facility laws and regulations; in supervising multi-disciplinary teams, including first and second level supervisory experience.

Duties Description The Health Program Administrator 4 will provide regional direction to?the Adult Care Facility, Assisted Living Program (ACF),?a major health care surveillance program in?the Metropolitan Area Regional Office (MARO) of the?Department of Health (DOH).??In this capacity, the incumbent will direct?the region’s ACF licensure and surveillance program with oversight of 271 licensed providers across 14 geographically and demographically diverse counties, including the responsibility to schedule surveys of ACFs to meet all State requirements; assign appropriate surveillance staff; review survey reports for quality and consistency; recommend and support enforcement action; recommend licensure and/or certification of ACFs based on application of the governing rules and regulations; ensure regional consistency in the application of regulations and that all programmatic activities comply with DOH policies and practices; establish program goals and objectives including development and implementation of region-specific programmatic internal controls and policies, and coordination of such activities with ACF program leadership in the development of statewide policies and practices to ensure consistent statewide application of laws and regulations in the successful meeting of those programmatic goals; develop and implement tracking systems to monitor facility operations and compliance with State requirements; develop and maintain internal controls for program operations; conduct periodic evaluations of program activities and prepare regular and ad hoc programmatic reports. In addition, the incumbent will plan and direct regional programmatic emergency response through cooperation with other state and local agencies in the development and implementation of disaster preparedness plans; direct?closure and quality?monitoring activities at affected ACFs to preserve resident health and safety; collaborate with public health staff and local health department staff to investigate disease outbreaks?in ACFs; and routinely serve as the Administrator on Duty to manage off-hour and weekend emergencies affecting the region as a whole. The incumbent will handle other duties as assigned.
