Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service as a Procurement Manager 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a M-2 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description The Procurement Manager 1 will manage one of the various teams within Procurement Services. Additionally, the incumbent may perform duties that include, but are not limited to the following:
• Coordinate and oversee administration staff responsible for personnel coordination for the program area, including performance programs, evaluations, traineeships, and other functions related to all staff.
• Liaison with multiple units of OGS in performance of Administrative duties: Human Resources, Finance, BSC, Labor Relations, Building Management, and other units as needed.
• Serve as OGS Manager contact to Procurement Services Training Team, located in OGS Employee Development Office, to ensure that training identified by managers for staff is delivered in a timely and effective fashion; apprise managers of ongoing training developments.
• Manage the maintenance of organizational Policies and Procedures, Templates & Tools and Forms.
• Coordinate Local Government and Business Outreach programs.
• Oversee communications and marketing.
• Supervise Customer Services Unit, including Vendor Responsibility, Bid Openings, and daily contact with the public.
• Coordinate annual NY GovBuy event which typically has over 1500 attendees.
• Assist in the coordination and roll out of the Agency's health and safety protocols for the business unit.
• Oversee, manage, and approve a multi-million-dollar contract portfolio.
• Assist and guide teams in developing and implementing assorted bid documents and requests (i.e., RFP, IFB, RFI, RFQ).
• Oversee status reporting and performance metrics of procurement activities.
• Oversee the planning, management, and direction pertaining to the selection, negotiation, award, administration, and close-out of centralized procurement contracts and other agreements.
• Meet with high level executives in government and the private sector to resolve disputes, issues, and render decisions as appropriate.
