Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 3, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Systems Specialist 3, G-23 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Hospital Nursing Services Consultant, Principal Sanitarian, Standards Compliance Analyst 2, Standards Compliance Analyst 2 (Developmental Disabilities).
Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Fire and Safety Representative, Health Care Surveyor 2 (Nursing), Health Systems Specialist 1, Health Systems Specialist 1 (Emergency Medical Care), Health Systems Specialist 1 (Funeral Directing), Health Systems Specialist 2 (Physical Therapy), Health Systems Specialist 2 (Nutrition), Health Systems Specialist 2 (Social Work), Hospital Nursing Services Consultant, Regional Medical Care Administrator, Senior Nutrition Services Consultant, or Senior Sanitarian, AND have sat for exam 38-515, pending results.

Duties Description The Health Systems Specialist 3 would lead teams and/or units performing statewide surveillance, medical or programmatic review, audit, and/or regulatory activities to evaluate facilities and/or patient care issues; finalize and present recommendations regarding facility licensure and/or certification; monitor corrective measures; develop, review, and implement health policies and procedures; and respond to health emergencies. They would directly supervise lower-level Health Systems Specialists and other health program staff involved with the above functions. The survey caseload is bucketed into four categories which are further divided into subcategories: 1) complaints; 2) recertification; 3) pre-opening; and 4) Justice Center delegated abuse/neglect investigations. The top priority for the Division is complaints triaged as immediate jeopardy (i.e., requiring investigation within 48 hours) followed by Justice Center delegated abuse/neglect investigations.
Additional Comments Permanent, full-time (transfer) or provisional pending exam. This position involves travel which may include locations not served by public transportation. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
