Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and deemed eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.

Provisional Promotion Candidates: Current NYS DOH employee with one year of more of permanent or contingent-permanent competitive or 55 b/c service as as a Health Program Administrator 3, or in a position allocated to salary grade 27 or higher.

Preferred Qualifications: Preference will be given to candidates that have demonstrated ability to articulate goals, plan and implement processes to achieve those goals, recognize and assess technical and organizational challenges, and meet deadlines. Demonstrated ability to effectively communicate and negotiate across business areas and with external health care partners. Professional experience in the management of large scale healthcare and/or public health data management and analytics platforms, including knowledge of health data standards and technology. The candidate should possess excellent written and oral communication skills for both technical and general audiences, strong data management and analytical skills, and good organizational skills. We are looking for a strong leader, who motivates staff and is a creative problem solver.

Duties Description The Health Program Administrator 4 will serve as the Director of the Bureau of Informatics and Technology (BIT) and will oversee the implementation of large-scale data warehousing and analytic platforms to serve the Department’s, and a wide-range of other stakeholders’ health information needs. The Director will provide strategies for aligning or migrating existing technologies and data sources within the All Payer Database (APD), oversee the development and maintenance of data access and release programs, ensure data submission and compliance protocols, guide operations and product development, and implement digital tools for the visualization of data. The Director will oversee vendor contracts, oversee implementation of information security policies/standards, and manage the Bureau’s strategic and operational demands.

Additional Comments Permanent or provisional, full-time, competitive appointment. Occasional travel to areas that may not be served by public transportation may be required.
