Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law. Note on special additional requirements: Candidates will also be required to possess a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing and/or taxation courses in order to qualify. If selected for interview, candidates in those titles with special additional requirements will be required to submit proof of possession of the required degree and course credits at the time of interview. (Courses such as business law, economics, statistics and most finance courses are NOT considered qualifying.)
Preferred Qualifications: Experience with claiming and reporting for federal grants and suballocations from other State agencies. Significant experience with the Statewide Financial System (SFS) and the State chart of accounts and/or PayServ. Experience with OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Must demonstrate strong interpersonal and organizational skills.
Duties Description The Senior Accountant's responsibilities will include, but not necessarily be limited to: federal financial reporting and suballocation reporting to other NYS agencies (approximately 40 different DOH grant programs receiving $1.5 billion in federal awards); required Time Distribution System (TDS) reconciliations for federal awards with personal service; management of Department line item numbers and payroll pools and their corresponding coding; reconciliation of fringe and indirect charges for SRF and SRO funds; miscellaneous agency reporting to OSC; debt service payments for DOH facilities and Roswell Park Cancer Institute; and audit assistance (federal, Single Audit, etc.). This position may also be called upon to assist with other responsibilities of the Accounting unit or the Bureau of Accounts Management as a whole.
