Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer to Health Program Administrator 1, G23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Experience with NYS Procurements, including usage of the Grants Gateway, understanding of NYS Finance Laws and requirements, experience completing a competitive and non-competitive procurement from beginning of the process to contract execution, excellent written and oral communication skills.

Duties Description The Health Program Administrator 1 (HPA 1) will serve as a Procurement Coordinator in the Grants Management and Operations Unit for the Bureau of Administration (BOA) in the Division of Family Health (DFH). They will report directly to the Asst. Director of BOA. Responsibilities include but are not limited to: oversight of the grant and services procurement process for both competitive and noncompetitive programs (from editing procurement packages prepared by programs, through to official execution of the respective award(s)); monitoring the status of all procurement related transactions (EDCC, B1184, GAP, VAP, IFP, RFP, RFA); acting as the liaison with the Bureau of Contracts; and providing technical assistance and training as it relates to these processes to contract managers, program managers, and vendors/grantee.

Additional Comments Permanent, Competitive, Full-time. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required (10%).
