Minimum Qualifications NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.
Preferred Qualifications: • Certification by the International Institute of Business Analysis (IIBA) or the Project Management Institute (PMI)
• Bachelor’s degree in any field
• Membership/participation in the International Institute of Business Analysis (IIBA) or the Project Managment Institute, including their local chapters, as well as participation in professional communities of practice
• Knowledge of Medicaid/insurance claims and processing
• Strong analytical and problem-solving skills
• Strong knowledge of business analysis techniques and tools (Visio, Balsamiq, Blueprint, etc.) and when they should be used based on project or stakeholder needs
• Strong understanding of the project management lifecycle, and how it aligns with requirements and the business analysis lifecycle
• Strong written and verbal communication skills, with an ability to express complex information and concepts to project sponsors, managers, technical staff, consultants/contractors and agency users
• Demonstrated ability to manage multiple priorities
• Demonstrated ability to effectively conduct interviews and manage meetings
• Demonstrated experience applying Business Analysis and Project Management techniques in a complex application environment
• Demonstrated experience working with consultants/contractors on agency projects, to implement an application to meet specific business needs
• Demonstrates facilitation skills to work with individuals and groups to surface essential information; lead various requirements sessions, background meetings, configuration sessions; help negotiate priorities and resolve conflicts among project team, consultants and contractors
• Demonstrated ability to mentor/train others in business analysis and project management skills
Duties Description • Conduct business analysis and project management activities to support DOS’ portfolio of Medicaid system changes and system development projects
• Identify and document scope of business process changes through context diagrams, use case diagrams and stakeholder analysis
• Prepare project management plans and project schedules to support system development efforts
• Facilitate meetings to understand and address scope, schedule and budget
• Document the current, or as-is, state of the business process or function
• Creates both process business process models, using BPMN 2.0 standard, and process narratives to describe functions
• Creating process and value stream models to support the understanding of the “as-is” state and development of a “to-be” process
• Research and elicits requirements through various techniques including, but not limited to, documentation review, conducting individual or group interviews, conducting surveys, performing job shadowing/observation, conducting user forums, etc.
• Document business level, stakeholder level and solution level requirements
• Identify and document the scope of business process changes or enhancements required by procedural changes or by changes to Federal or State laws and statutes
• Document business rules describing policies, guidelines, standards or regulations upon which the business operates
• Work with OHIP program staff to prioritize change requests and projects
• Assist with the development of process, data, and object-oriented models to support the understanding of the business and stakeholder requirements;
• Develop and maintain a Requirements Traceability Matrix (RTM) to make sure each requirement is uniquely identified and tracked back to test results
• Communicate stakeholder and system requirements to DOS and Vendor staff, program staff and stakeholders
• Develop test plans and analyzes the results of testing to ensure the system developed, enhanced, or changed meets the requirements
• Review and/or develop additional documentation to support DOS’ business architecture
• Prepare written documentation, including procedure manuals, as needed
• Promote the use of business analysis and business process improvement
• Supervise assigned business analysts and project managers ensuring staff are utilized appropriately based on knowledge and strengths
• Develop training plans to ensure new business analysts and project managers understand the BA and PM methodologies
• Develop training materials related to business system development or enhancements
• Follow DOS’ Business Analysis Methodology and best practices as defined by the IIBA in the Business Analysis Body of Knowledge (BABOK)
• Follow DOS’ Project Management Methodology and best practices as defined by the PMI in the Project Management Body of Knowledge (PMBOK)
• Participate in business analysis training activities
• Continue professional development through attendance at professional seminars/webinars
