Duties Description The Office of Parks, Recreation and Historic Preservation is seeking to hire two (2) Contract Management Specialist 1 positions in the Finance Bureau-Procurement and Diversity Compliance Unit. Under the direction of the Contract Management Specialist 2, the incumbent will be responsible for a variety of service contract-related functions which will include assisting with the development of bid documents and requests; assisting with the Office’s overall contract process; and the purchasing of goods and services.

Duties:

• Assist with the development of Requests for Proposals (RFP), Requests for Quotes (RFQ), Solicitations of Interest (SOI), Invitations for Bids (IFB), Sole/Single Source procurements and other related documents;

• Prepare detailed specifications and complex bid proposals used for soliciting bids. Schedule bid openings, receive and evaluate bids, and make recommendations of award of a contract. Prepare contracts for commodities or services as indicated in bid specifications. Liaison with vendors and control agencies in the execution of complex procurements and contracts;

• Assist with bidder debriefings;

• Assist with the development, drafting and review of contracts and contract amendments;

• Provide guidance, technical assistance and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensures all control requirements are met;

• Assist Program personnel in managing active contracts including contract interpretation, problem resolution, amendments, and price adjustments;

• Locate sources for goods and services including Information Technology;

• Prepare cost/benefit analyses of goods and services and meets with vendors and contractors to discuss potential purchases;

• Monitor and update contract renewals;

• Resolve problems with vendors;

• Become proficient with the Statewide Financial System (SFS) as it relates to procurement contracts and purchasing;

• Maintain accurate and complete records for contract files;

• Assist with the monitoring of contract execution, identify and report on contractor deficiencies, and administer contract closeout procedures;

• Communicate with various levels of agency staff (including executive staff), vendors, and control agencies like OSC, SFS and BSC through email, phone, WebEx, chat, or in-person, to answer questions, provide information and resolve problems or issues related to agency procurements and purchases;

• Work with program and other agency staff on an ongoing basis to jointly discuss and resolve problems or issues with the administration of contracts and purchases;

• Monitor contract expenditures and process contract payments; and,

• Work in Microsoft Office programs like Word and Excel to communicate information to various levels of Parks staff, vendors, and control agencies.
