Minimum Qualifications Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible for transfer under section 52.6 of the Civil Service Law. PCO/Traineeship: Active list candidate on the New York State Department of Civil Service's Professional Career Opportunities (PCO) eligible list #26-570 with a score of 100.0 or higher OR qualified 55 B/C candidate in possession of a Bachelor's of higher degree.

Preferred Qualifications: Experience in the employee relations field. Excellent writing, organizational and analytical skills. Strong interpersonal skills, ability to work with and manage conflicting points of view, proficient in navigating multiple priorities in a challenging environment. Strong investigatory skills.

Duties Description Under the supervision of a Human Resource Specialist 2 or 3 Labor Relations, the incumbent will provide advice and consultation to program managers, employees and union representatives regarding issues addressed by the negotiated agreements between the State and the employee unions. S/he will investigate allegations of misconduct and incompetence, prepare and serve notices of discipline, conduct agency-level grievance and disciplinary hearings, advocate for the Department at arbitrations and conduct labor/management discussions. On occasion, the incumbent may conduct training in Counseling and Corrective Discipline, Performance Evaluation and other labor relations-related topics. Incumbent must be able to travel to various Department of Health offices throughout the State to perform essential functions as needed.

Additional Comments Permanent, full-time. This position offers telecoummuting up to 50 percent. This position may require some regional and statewide travel which may include overnights. Travel may include locations not served by public transportation. PCO candidates will be required to serve a one or two year traineeship leading to a Human Resources Specialist 1 Labor Relations, G-18 with a traineeship starting salary of $47,039-$49,834.
