Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Assistant in Education Improvement Services position in the Office of Grants Management. The Office of Grants Management within the Office of School Governance, Policy, and Religious and Independent Schools (SORIS) supports two financial functions, with additional support provided to others on an as needed basis. Primarily, the Office reviews, and if appropriate, approves and pays claims for several programs which reimburse religious and independent schools for the costs of providing certain state-mandated services. These include oversight of the State’s Mandated Services Aid (MSA) and Comprehensive Attendance Plan (CAP) programs, which represent over $200 million in State taxpayer support for religious and independent schools. The Office also supports the intake and initial review of a wide range of grant applications received by NYSED’s program offices serving students in prekindergarten through grade 12. Duties of this position include, but are not limited to, the following:

• Ensure that all eligible religious and independent schools receive the MSA/CAP reimbursement funds to which they are entitled;
• Assist with the review of MSA/CAP reimbursement claims submitted by over 1,000 religious and independent schools.
• Assist with providing effective coordination with NYSED technical experts to implement the legislative intent of statutes and annual appropriations and legislative changes;
• Assist with delivering public presentations and/or web-delivered information sessions regarding program updates;
• Assist with arranging and conducting internal and external meetings, conferences, trainings, and workshops to support program initiatives;
• Assist with the development of the Grants Management guidance documents and the MSA/CAP electronic submission system utilized by the religious and independent schools to submit their reimbursement claims;
• Provide guidance and respond to inquiries from religious and independent schools related to MSA. These may include key stakeholder groups representing the State’s religious and independent school community, as well as with individual school leaders and their representatives; and
• Perform special assignments as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.
