Duties Description The Chief of Mental Health Treatment Services (“Chief of Service”) serves as an essential member of the Executive Leadership Team of OMH’s new Secure Treatment and Rehabilitation Center (STARC). Under the general direction of the Executive Director, the Chief of Service will direct day-to-day operations in Building 39 or Building 41 by supervising and directing the activities of subordinate Treatment Team Leaders and other supervisory staff members and resolving operational issues preventing the effective delivery of administrative support services (e.g., safety and security, physical plant/maintenance, food service, environmental services, personnel, etc.) provided via shared services agreement with CNYPC. The Chief of Service will ensure the maintenance of a safe, secure, and positive treatment environment, in which residents receive relevant and appropriate active treatment; can learn, practice, and demonstrate risk reducing behaviors; and are provided opportunities to demonstrate improvement and participate in increasingly independent activities and assignments; all of which will increase residents’ opportunities for safe and successful release to the community. The Chief of Service will assist in the development of operational policies and practices that support treatment programming and satisfy regulatory and legal mandates pertaining to secure treatment facilities; collaborate with Chiefs of Service at other STARC locations to assess policies, procedures, and practices and ensure consistency and compliance across multiple locations; and ensure that all administrative requirements are met.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
