Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Preferred Qualifications: The preferred candidate will have a public health background that includes work experience with adolescent/youth-serving organizations or other non-profit/community-based organizations; prior experience with program/contract management responsibilities, such as reviewing budgets and reports submitted by contractors and using Grants Gateway; experience developing and implementing competitive procurements and facilitating webinars with contractors and outside stakeholders; proficiency with Microsoft Office products, including Word, Excel, PowerPoint and SharePoint; excellent written and verbal communication skills, including public speaking and presentations; the ability to work independently as well as with diverse groups of individuals; and the ability to prioritize and work on multiple assignments.

Duties Description The Health Program Administrator (HPA) positions will provide programmatic and fiscal oversight to multiple contracts in the Bureau of Women, Infant, and Adolescent Health, within the Adolescent Health Unit. One (1) position will be assigned to the Sexual Risk Avoidance Education (SRAE) program to assist contractors with prevention efforts aimed at decreasing the incidence of adolescent pregnancy, reducing the risk of initial/ repeat pregnancies, Sexually Transmitted Infections (STIs), HIV/AIDS rates, and addressing disparities related to adolescent health outcomes. One (1) position will be assigned to the Comprehensive Adolescent Pregnancy Prevention (CAPP) programs to assist contractors with prevention efforts aimed at decreasing the incidence of adolescent pregnancy, reducing the risk of initial/ repeat pregnancies, Sexually Transmitted Infections (STIs), HIV/AIDS rates, and addressing disparities related to adolescent health outcomes.

Additional Comments Contingent-Permanent, competitive full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required (5%).
