Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. 55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) is seeking candidates for an Administrative Specialist 1 position at the School for the Deaf (NYSSD). Under the Direction of the Administrative Specialist 2, duties of this position include, but are not limited to, the following:

• Coordinate work and act as a liaison with NYSED’s central HR office staff in Albany;
• Perform a full range of activities related to recruiting, developing, and maintaining an adequate and competent workforce in accordance with the NYSED’s central HR office’s policies and procedures;
• Perform a full range of activities related to payroll processing, maintaining proper and accurate payroll in accordance with the NYSED’s central HR office’s policies and procedures;
• Assist in identifying staffing needs for NYSSD and submit position requests, classification requests, reclassification requests and reallocations to NYSED’s central HR office for review and consideration;
• Assist with the Worker’s Compensation program and benefits, track all required documents, and enter proper transactions in accordance with NYSED’s central HR office’s policies and procedures;
• Review the canvass of eligible lists and arrange for appropriate program supervisory participation in employment interviews in accordance with NYSED’s central HR office’s policies and procedures;
• Coordinate the preparation of employment transactions in accordance with Civil Service Law, State Finance Law and applicable rules, regulations and directives;
• Develop and maintain effective procedures for timely probationary performance evaluations and for annual employee work performance ratings and appraisals for submission to NYSED’s central HR office’s policies and procedures;
• Assist in training first line supervisors in effective techniques of performance evaluation and appraisal;
• Advise departmental managers, supervisors, and employees on applicable laws, rules, directives or negotiated agreements, including the Memorandum of Understanding and Memorandum of Agreement for instructional positions that affect the appointment, promotion, termination, or salary of employees;
• Administer various employee services;
• Conduct the on-boarding and orientation of new employees in accordance with NYSED’s central HR office’s policies and procedures;
• Coordinate the administration of employee insurance programs, survivor benefits, workers compensation, organizational health, safety and programs including pre-retirement counseling in accordance with NYSED’s central HR office’s policies and procedures;
• Under the direction of NYSED’s central HR office, counsel employees to rectify existing or potential problems as needed ;
• Prepare or supervise the preparation of various reports and related correspondence;
• Oversee the administration of the time and attendance rules as modified by negotiated agreements, and pertinent leave programs such as military, education, and sick leave;
• Supervise the activities of the clerical unit in preparing and processing NYSSD time and attendance/payroll in accordance with NYSED’s central HR office’s policies and procedures;
• Prepare and submit annual budget projections;
• Liaise with faculty and staff as needed;
• Prepare and communicate a variety of material requested by the Superintendent to NYSSD faculty and staff in the form of email or in a formal presentation setting;
• Obtain and develop information to plan, prepare, and justify proposed and projected payroll expenditures;
• Assess annual financial needs of the business office and assist with the financial needs and proposals for the School;
• Provide backup for the Administrative Specialist 2 with preparation and justification of expenditures and grants programs;
• Provide backup for Administrative Specialist 2 regarding purchase of goods and services;
• Manage work methods and procedures for efficiency and effectiveness, revise and present to the Administrative Specialist 2 for approval; and
• Prepare written materials about services and programs affecting employees.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of experience and/or coursework will be required at the time of interview for all candidates. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $47,039 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $73,259 with annual performance advances.
