Duties Description The Utility Analyst 1, under general supervision, will perform more complex tasks, primarily with respect to the oversight of Long Island Power Authority (LIPA)/ Public Service Enterprise Group Long Island (PSEG LI), and with respect to their compliance of customer service practices in accordance with the LIPA Reform Act and consistent with New York State Public Service Law and regulations, other federal and State statutes, and Public Service Commission (Commission) Orders. Specific duties include, but are not limited to:
• Reviewing and providing recommendations about PSEG LI’s Capital Project outreach efforts including holding meetings and reviewing their outreach plans for complex projects with substantial public impacts as needed.
• Reviewing and providing recommendations to LIPA on 25 Customer Service Performance metrics including reviewing and analyzing utility provided data, preparing workpapers to recalculate and verify their performance scores, and preparing a written report to provide findings for each metric.
• Reviewing and providing a recommendation on Utility 2.0 and Energy Efficiency Demand Response filing as it relates to customer protections and services as well as outreach plans for each program included in their filing. This includes reviewing and analyzing utility provided data, assessing the utility’s funding needs for each program, and preparing a summary of findings and final recommendation.
• Participating in the Management Operations Audits of PSEG LI and LIPA as it relates to its customer services and protections including customer communications. This involves developing scope topics, attending utility staff interviews, reviewing findings, and monitoring the implementation of each customer service recommendation.
• Reviewing and evaluating utility plans on consumer outreach and education and providing
recommendations, not only for PSEG LI, but for other major utilities as needed.
• Advocating for residential customer interests in PSEG LI/LIPA rate filings as well as assist the Office of Consumer Services (OCS) in major energy utility filings as needed including testifying at a rate case proceeding.
• Monitoring PSEG LI’s service quality.
• Advocating for end users and assessing user awareness and understanding on matters of utility, ensuring PSEG LI/LIPA is in line with Commission Orders with respect to customer protections and services.
• Analyzing utility data for the development of new policies and programs to align PSEG LI/LIPA with Commission Orders as well as participating in working groups (i.e., Energy Affordability Program, Long Island Choice Program, etc.)
• Reviewing and providing recommendation with respect to PSEG LI/LIPA tariff filings and LIPA submetering applications.
• Conducting metering activities to ensure PSEG LI is in conformance with Public Service metering rules and regulations.
• Reviewing and monitoring implementation of Commission-ordered outreach plans and programs as part of
specific proceedings (e.g., Article VII & 10).
• Assisting in Outreach responsibilities as needed, which include but are not limited to, tasks associated with conducting Public Statement Hearings; providing Outreach presentations; participating and conducting
outreach events; reviewing outreach materials; etc.
• Assisting in customer assistance tasks as needed, which include, but are not limited to, tasks associated with receiving, analyzing, resolving, and responding to complaints and inquiries about regulated and competitive energy, telecommunications, cable, and water service providers.

The above salary range reflects the Downstate Adjustment of $3,026.
