Job Specifics

Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a Viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the examinations are:

A bachelor’s degree including or supplemented by 21 semester credit hours in Geographic Information Systems (GIS), surveying, cartography, LiDAR and/or photogrammetry; * AND

Two years of professional experience making recommendations and decisions relating to the selection, planning, and production of mapping projects and independent research and evaluation activities which require the knowledge and application of the technical principles and practices of GIS and/or photogrammetry. **

*You must include, with your application, a transcript or a list of qualifying courses showing the name of the course, the number of semester credit hours, dates of completion, the college or university attended, and whether the course is at the graduate or undergraduate level.

**Experience limited to Computer Aided Design (CAD) use or GIS user production of thematic overlays to such base maps or to generate system-produced GIS maps will NOT be considered as appropriate experience.

Substitution: A master’s degree in cartography, photogrammetry, surveying, or GIS, that includes at least 12 graduate credits in cartography, LiDAR, and/or photogrammetry, can be substituted for the educational requirement and for up to one year of the required experience.

Duties Description Perform functions in support of the Design Mapping and Automation Bureau’s Photogrammetry Section - Quality Assurance Unit, that may include, but are not limited to, the following:

• Perform quality control and quality assurance activities for photogrammetric mapping, digital surface data, field survey data, LiDAR data, and orthoimages as part of the Quality Assurance Unit. These data sets may be compiled by in-house staff, contract vendors, regional survey staff, or private survey firms.
• Perform special tasks and assignments including detailed surface accuracy analysis, archiving of projects files, LiDAR accuracy analysis, review of Survey data, and the development of QA/QC procedures.
• Act as a liaison with Regional and Main Office staff. Send out completed projects and ensure that file naming conventions are maintained.
• Maintain database records and project correspondence.
• May use digital photogrammetric workstations for the compilation of more complex mapping projects, digital terrain models, orthoimagery and LiDAR mapping products. Perform special tasks and assignments which may include contract vendor mapping checks, in-house and vendor DTM processing and development of production procedures. In addition, may be responsible for the training of technicians and the development of training documents.
• Perform quality control and quality assurance on the New York State Digital Ortho Program. Create horizontal accuracy reports for GIS Program Office.
• Be responsible for the training and supervision of technicians and the development of training documents.
• Conduct higher level research and development activities including systems support for automated functions and equipment
• Assist with other tasks in the Section as needed.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
