Minimum Qualifications Minimum Qualifications
Position requires Bachelor of Science Degree in Digital Forensics, Cyber Security, Information Assurance, or Computer Science along with at least five years of applied work experience in a digital forensic security environment. Candidate must have experience in the management of complex digital forensic and electronic discovery investigations involving electronic devices and data. Candidate must have experience in the tools, techniques and methodologies surrounding computer forensics, incident response and eDiscovery including (but not limited to):
• Forensic litigation including report writing, expert witness testimony, discovery, and chain of custody.
• Executing and managing forensic collections and analysis of computers (Windows and MacOS based), mobile phones (Android and iOS), and other electronic devices using various forensic tools.
• In-depth understanding of operating system concepts, including registry files, log files, internet history, email, etc.
• Demonstrated experience with forensic software such as Cellebrite, Magnet Axiom, EnCase, FTK and open-source forensic tools.
• Two or more years of experience leading digital forensic investigations and overseeing the day-to-day workload of team members.
• Excellent communicator and ability to collaborate in a team-based environment.
• Possess and maintain at least one of the following certifications: IACIS Certified Forensic Computer Examiner (CFCE), ISFCE Certified Computer Examiner (CCE), EnCase Certified Examiner (EnCE), AccessData Certified Examiner (ACE), Cellebrite Certified Mobile Examiner Certification (CCME), or similar general/vendor specific certifications.
Government background with experience testifying in court, grand jury, or other legal proceedings through testimony, sworn affidavits, declarations, or other legal instruments is a plus, as well as experience in surveillance techniques and the use, installation and maintenance of technical equipment used in law enforcement. Additionally, candidate must be willing and available to work unscheduled hours, as necessary.
This is a Management Confidential position that is appointed by the Inspector General. New York State residency is required. The salary range is $91,365-$115,490 (M-2 equivalent).
Duties Description The Office of the New York State Inspector General [“NYSIG”], as established by Executive Law Article 4-A, is entrusted with the responsibility of ensuring that New York State government, its employees, and those who work with the State meet the highest standards of honesty, accountability, and efficiency. The Office of the New York State Welfare Inspector General [“OWIG”], as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State’s public assistance programs. The Office of the New York State Workers’ Compensation Fraud Inspector General [“WCFIG”], as established by section 136 of the Workers’ Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system. The Office of the Gaming Inspector General [“GIG”], as established by the Upstate New York Gaming and Economic Development Act, has the duty to receive and investigate complaints from any source concerning allegations of corruption, fraud, criminal activity, conflicts of interest or abuse in the Gaming Commission.
Collectively, the four offices are known as the Offices of the Inspector General [“OIG”].
Job Description
OIG seeks a Digital Forensic Manager for its Upstate Regional Office, based in Albany. The Digital Forensic Manager works under the supervision and direction of the Chief of Digital Forensics to provide management and investigative support statewide to all investigations and information systems and infrastructures. The Digital Forensics Manager provides oversight of both a team of Digital Forensic Investigators and the OIG Digital Forensic Lab. The Digital Forensic Manager is expected to supervise complex cases involving a range of technological challenges, produce clear and detailed reports for non-technical audiences, and provide expert testimony in legal proceedings. Principle duties include: training and oversight of Digital Forensic Investigators ensuring industry standard digital forensic methods; supervision and management of OIG Digital Forensic Lab; acquiring, examining, extracting, and analyzing data from computers, seized digital media, and other electronic storage devices using advanced forensic tools and methods; preparing written investigative reports; and interviewing witnesses, complainants, and subjects of investigations.
While this position is based in Albany, frequent statewide travel is required.
