Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), HealthProgram Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Public candidates: Active list candidate on the New York State Department of Civil Service’s Professional Career Opportunities (PCO) eligible list #26-570 with a score of 100 or higher OR qualified 55B/C candidate in possession of a Bachelor’s or higher degree.

Preferred Qualifications:

Fiscal, administrative, and contract management experience including the review and approval of work plans, budgets, and budget modifications and justifications. Statewide Financial Systems (SFS) experience including initiating grant purchase orders and processing vouchers, vaccine purchase requisitions, and reports. Experience and understanding of the B1184 process. Excellent organizational, interpersonal, communication and writing skills with the ability to multi-task. Proficiency in Microsoft Office software.

Duties Description The Health Program Administrator will be responsible for management of local health department (LHD) and miscellaneous service contracts for the Bureau of Immunization. This includes working with program regional staff to develop annual Immunization Action Plans and oversight of programmatic issues related to LHD contracts; processing and tracking of payments; preparing funding matrices; coordinating annual renewal of contracts; and developing and maintaining Excel spreadsheets. The incumbent of this position will also serve as a member of an administrative team and will assist with other administrative and fiscal management activities of the program, as required. This includes: procurement and purchasing; personnel transactions; preparation of the fiscal component of annual federal grant application; space planning, telecommunications, etc. May supervise subordinate staff.
