Job Specifics
Minimum Qualifications One year of experience as a Senior Certification Analyst; OR, seven years of experience in contract compliance, affirmative action, or minority and women’s business enterprises. This experience must include the following:
• Planning, developing, implementing, and reviewing programs dealing with minority business enterprise, affirmative action, minority and women’s business program coordination, affirmative action compliance review
-or-
• Labor relations directly relating to affirmative action
-or-
• Experience in the development and administration of programs designed to facilitate minority and women’s access to employment or business opportunities in the public or private sector
• At least one year of the above experience must have been in a management or supervisory capacity.
Substitution: The following substitutions for the experience described above may be applied as follows:
• An associate degree in business, computer science, marketing, math, finance, accounting, economics, public administration, public policy, or a related field, may substitute for two years of experience.
• A bachelor’s degree in business, computer science, marketing, math, finance, accounting, economics, public administration, public policy, or a related field, may substitute for four years of experience.
• A J.D. or master’s degree in business, computer science, marketing, math, business administration, economics, public administration, public policy, or a related field, may substitute for one additional year of experience.
Duties Description Under the general direction of the Project Director, the Associate Certification Analyst will implement the decentralized certification workflow processes within the Temporary Certification Processing Center and will manage, train and coach assigned staff on the MWBD certification process.
Duties include but are not limited to:
• Oversees the usage of the NY State Contract System, and provides subject matter training to staff;
• Provide data analysis, reports and Certification-oriented procedural suggestions to the Project Director and/or Deputy Director;
• Make NYSCS data recommendations and help develop Certification protocol, operating procedures, guidelines, initiatives and training programs;
• Utilize various means of communication and reporting skills to keep Project Director and/or Deputy Director apprised of significant challenges, trends or developments on a timely basis;
• Investigate and develop recommendations on the legitimacy of ownership and managerial and operational control of applicants for Minority and Women-owned Business certification;
• Weekly, Monthly and Bi-Monthly Reporting;
• Collaboration with Vendors, Partners and other Stakeholders;
• Travel is required.
Additional Comments SALARY RANGE: $79,325 - $100,342 (plus $3,026 location pay)
Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
