Minimum Qualifications Preferred Qualifications:
• A bachelor’s degree and seven years of relevant experience.
• A minimum of 3 years of experience in a senior level or executive capacity.
• Bachelor’s degree in a field substantially related to Law, Business or Management.
• Solid leadership and management skills.
• Exceptional organization and analytical skills.
• Management experience which includes leadership, strategic planning, procurement, negotiation, conflict resolution, is a plus.
• Strong written and verbal communications skills.
• Superior interpersonal skills.
• Experience in working with governmental entities in a regulatory and/or legal capacity.
Duties Description Under the general direction of the Executive Deputy Director, the Manager of Licensing will be responsible for directing and supporting the Bureau of Licensing. Specific duties include, but are not limited to:
• Plan, organize and direct all licensing and permitting activities for Lottery, Horse Racing, Video Gaming, Indian Gaming, Charitable Gaming, Commercial Casinos (including Sports Wagering), and Interactive Fantasy Sports.
• Maintain a thorough understanding of all statutory licensing requirements and ensure compliance with all applicable statutes, regulations, and agreements.
• Ensure uniform application of licensing eligibility requirements in determinations and maintain and update standards for licensing determinations.
• Establish daily tracking of caseload including inflow and outflow of applications to utilize data-backed information in preparing statistical and status reports regarding the processing of licenses.
• Utilize caseload data to ensure an efficient allocation of staffing resources across licensing categories, re-allocated resources on a real time basis as dictated by caseloads.
• Review non-routine licensing applications and make approval/denial determinations based on eligibility requirements and the application of all statutes and regulations.
• Evaluate the efficiency and effectiveness of the application process and make recommendations to improve the process when necessary.
• Perform all other duties required to ensure the efficient operation of the Bureau of Licensing and maintain the timely processing of applications.
Additional Comments NOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Pilot Program Guidelines.
PROHIBITION AGAINST PLAYING AND WAGERING
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
