Job Specifics

Minimum Qualifications Bachelor’s degree and at least seven years* of progressive health-related experience with emphasis on technology or analytics integration along with two years of managerial experience.

* A Master’s degree or J.D. may be substituted for a year of experience, a Ph.D may be substituted for two years of experience.

The preferred candidate should have excellent written and oral communication and interpersonal skills, including public speaking before targeted audiences; experience with technological innovation and large health-related programs, including a comprehensive understanding of assessing feasibility of technological and digital health innovation and solutions and how they may be applied to insurance programs; in addition, the preferred candidate should have knowledge and professional experience working in Medicaid and Medicare, including reimbursement structures and legal requirements; commensurate experience demonstrating the ability to represent the Department in public forums, engage stakeholders, effectively communicate policies, new initiatives, program guidance and directives; strong management and supervisory skills; and the ability to effectively manage competing priorities.

Duties Description Functioning as the Director of the Center for Medicaid Innovation (the Center), which functions as a unit within the Executive Office of the Office of Health Insurance Programs (OHIP) and reports to the Medicaid Director, duties for this position will include, but will not be limited to: developing internal and external strategic plans for the Center regarding how technological innovation can advance health equity and deliver transformation in New York’s Medicaid program to enhance payment reform, strengthen program integrity, improve quality of care, promote access, and streamline service delivery with other core Medicaid systems; screening early-stage health innovations and solutions to determine applicability of those technologies to the Medicaid program and alignment with the Center’s strategic plan; providing oversight to Alternate Payment Methodologies (APM) used in the development of efforts toward achieving payment reform and its underlying principles for Medicaid Managed Care, as outlined in the New York State (NYS) Value Based Payment (VBP) Roadmap; direct and coordinate activities that are carried out by DOH Divisions to achieve Medicaid payment reform; support the Medicaid Director in the development of the technical design of NYS’ payment reform program; contribute to the strategic and operational direction of the 1115 waiver as it relates to APM and VBP design; hosting an annual Medicaid “showcase” that solicits information through a Request for Information (RFI) on new technologies, solutions, and innovations that align the Center’s strategic plan; collaborating with the OHIP Executive Office, division directors and other Offices within the Department of Health to identify proactively, assess reactively, cultivate, and promote the feasibility of integrating technological and digital health innovations; serving as the central point of contact and providing ongoing guidance and technical assistance within the Department and with external organizations seeking to implement technology based and digital health solutions or software; reviewing and documenting existing and proposed technology integration processes to determine best practices and continuous improvement opportunities; directing research efforts on the integration of technology into Medicaid, with emphasis on integration strategies from other states, provinces and territories in the USA; and other duties as required.

Additional Comments *Salary from $112,155 to $141,538 commensurate with experience.
