Job Specifics

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description Overall support to Office of Community Partnership related programs;

Under the direction of a CFSS 2, conduct on-site reviews and off-site desk audits of CMSO programs and services to identify areas of strength and deficiency and recommend corrective action.

Provide technical assistance to CMSO staff to support new initiatives and improve practices and outcomes for youth and families.

Assist with the development and negotiation of procurement/contract plans and monitor adherence to these plans to ensure compliance with prompt contracting law and a successful contract execution.

Conduct on-site monitoring visits to OCP contracted providers across New York State.

Provide regular and ongoing support for PRU site reviews by maintaining tracking systems, electronic file folders, creating office suite documents and preparing review documents.

Run and compile information from various systems and data bases to prepare reports for OCP administration on a regular basis.

Develop and negotiate procurement/contract plans and monitor adherence to these plans.

Evaluate contracts/documents to ensure administrative requirements are incorporated consistent with State Financial Law and related policies and bulletins.

Manage contract/documents within acceptable timeframes and according to financial standards. Work directly with Bureau of Contract Management (BCM), Legal, Program and contractors to resolve fiscal and programmatic concerns while maintaining agency objectives.

Act as a DJJOY contract liaison between BCM, agencies or individuals OCFS contracts with, Contract Management System (CMS) users, and CMS team to assist with vendor and program technical assistance.

This position requires travel both for contracts and as a support to PRU site reviews, the amount of travel will be explained during interviews.

Additional Comments Transfers accepted for Children and Family Services Specialist 1/ Trainee 1 & Trainee 2 SG-13-18, salary and appointment grade level dependent upon qualifications of candidate at time of appointment.

Background Investigation Requirements:

Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
