Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Deputy Commissioner’s Office is seeking candidates to fill an Education Finance Specialist 1 position. The Office of Higher Education (OHE) provides dynamic leadership to achieve excellent results in higher education, enhance outcomes in the elementary and secondary schools, and forge partnerships among higher education and other institutions to serve the educational needs of all New Yorkers. OHE currently consists of four organizational units, including the Office of Teaching Initiatives, Office of School Personnel Review and Accountability, Office of College and University Evaluation, and the Office of Educator Quality and Professional Development.

The incumbent of this position will assist the OHE Director of Operations to provide the oversight necessary for monitoring compliance with the Department’s operational and accountabilities policies, State procurement and other regulations, local assistance Requests for Proposals, as well as other statutory mandates. More specifically, this person will assist in the administration, oversight, and implementation of OHE fiscal programs and policies, and serve as a liaison between/among the OHE Deputy’s office, OHE program offices, and SED’s Bureau of Budget Coordination and Contracts Administration Unit. Duties of this position include, but are not limited to:

• Assist the OHE Director of Operations in allocating, monitoring, and tracking funds and expenditures related to the annual base budget;
• Assist to ensure appropriate usage of funds and compliance with various laws, rules, regulations, and other requirements;
• Assist with the coordination of aid, local assistance funding, and/or grant activities involving various programs, entities, or stakeholders;
• Assist in database systems development and/or maintenance activities, including the Statewide Financial System (SFS);
• Develop and implement various fiscal-related processes and procedures;
• Provide technical assistance and training to internal customers;
• Develop, analyze, and reconcile financial data; and
• Prepare financial recommendations and reports.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Finance Specialist 1, SG-18. The salary for candidates appointed to Education Finance Specialist Trainee 1 starts at $46,529 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $77,912 based on annual performance advances.
