Minimum Qualifications CURRENT STATE EMPLOYEES:
New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Salary Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law. *

70.4 Transfer: Candidates must have one year of permanent competitive or 55b/c service at the SG-11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

PCO Appointment: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.

Successful completion of two-year traineeship leads to appointment as a Administrative Specialist 1, SG-18.

Duties Description The incumbent will serve as one of the Business Unit Personnel Coordinators (BUPCs) liaising with host agency partners on Human Resources (HR), Labor Relations (LR), Time and Attendance, and Payroll related matters. This position deals with personal, sensitive, and confidential issues and information on a continuous basis. Typical tasks and activities are as follows:

• Serve as a liaison between DHSES and OGS host entities (HR/LR/BSC).
• Review and amend DHSES policies and procedures as needed. Design systems to implement and enforce policies.
• Make recommendations on position alignments within various offices and update agency organizational charts as needed.
• Act in a confidential capacity to management in the investigation of potential disciplinary actions, employee relations, attendance and leave, probationary and performance issues.



• Coordinate the internal recruitment process to ensure adherence to CSL/RR, contractual requirements, and internal policies. Review staffing requests, confers with, and provide information to program managers and staff, respond to questions from OGS and DOB. Ensure all required forms and documentation are in order, approvals in place and recruitment tracking data have been updated.
• Conduct exit interviews and maintain an exit interview analysis report, to identify trends and patterns within each office.
• Confer with the BSC on various leave types to include but not be limited to FMLA, PFL, COVID Leave, etc. as well as payroll and time and attendance issues.
• Perform background reviews for non-BDA and applicable BDA requests. Collaborate with DHSES Counsel as required.
• Assist with management of the DHSES Internship/Fellowship programs.
• Assist with onboarding and offboarding of staff.
• Solicit, edit, and review information related to employee news and staffing changes (new, promotions, retirements, moves) for internal publication.
• Draft classification and reclassification request packages for positions within the agency.
• Supervise subordinate staff and perform other duties as assigned.
• Participate in Labor Management, staff and other meetings as directed.
• Represent the Administrative Services Unit in first step grievance hearings.
• Perform research and gather internal and external information from program and administrative areas, other State agencies, governmental publications, etc. on a variety of topics as directed.
• Participate in response activities as required during emergency activations.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
