Minimum Qualifications Provisional Qualifications:
License and current registration to practice as a Registered Nurse in New York State. And A Bachelor’s degree in Nursing. And Four years of post-licensure professional clinical nursing experience in a facility or program providing services to people diagnosed with mental illness, developmental disabilities, alcohol and/or substance abuse, or in a residential or community care setting for adult correctional, juvenile justice or forensic mental health clientele. Two years of this experience must have been in a nursing administrative/management position as described below. *

*In order to be deemed qualifying, the administrative/management experience must include: implementing and evaluating health or mental health nursing programs and services; policy and procedure development; ensuring interdisciplinary service integration; establishment of standards of nursing practice and care; quality of care monitoring; facilitation of evidence-based practice; supervision, hiring, training and evaluating nursing staff.

Education Substitution: A Master’s degree in Nursing, Health Care Administration, Public Administration or Business Administration may substitute for one year of post-licensure professional clinical nursing experience described above.

Must maintain a valid New York State license and registration.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description Plan, direct and supervise the operation and management of the OCFS nursing program.

Provide direct clinical supervision and administrative direction to clinical nursing staff.

Advise health services staff, department heads, and administrators in matters related to nursing services.

Monitor and evaluate professional clinical nursing staff for adherence to evidence-based practices in nursing care.

Review resident records for compliance with nursing and agency practice/protocol and develop plans for correcting deficiencies.

Develop and monitor programs; implement quality assurance measure and recommend needed improvements.

Monitor compliance with applicable laws, rules and regulations and maintain standards of care outlined by OCFS.

Serve as a member of the executive-level management team and participate in the decision-making process regarding facilities policies.

Serve on a variety of administrative and clinical staffing committees and take an active role in planning, developing, implementing and evaluating facility goals, objectives, polices, procedures, and opportunities for performance improvement.

Additional Comments $121,403-$148,142- Posted Hiring Salary includes the sum of the statutory hiring rate for M/C Grade 63 ($101,403 - $128,142) and Geographic Differential ($20,000).

Background Investigation Requirements:

All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
