Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.



Public Candidates: Active list candidate on the New York State Department of Civil Service’s Professional Career Opportunities (PCO) eligible list #26-570 with a score of 100 OR qualified 55B/C candidate in possession of a Bachelor’s or higher degree.


Note on special additional requirements: Candidates will also be required to possess a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing and/or taxation courses in order to qualify. If selected for interview, candidates in those titles with special additional requirements will be required to submit proof of possession of the required degree and course credits at the time of interview. (Courses such as business law, economics, statistics and most finance courses are NOT considered qualifying.)

Strong accounting, organization, and analytical skills; strong written and verbal communications skills.

Duties Description The incumbent of this position will assist in preparing the Quarterly Statement of Expenditures for the Medical Assistance Program (QER) - a financial report that is filed with the Centers for Medicare and Medicaid Services (CMS) securing over $12 Billion of federal funding on a quarterly basis. The incumbent will examine, review, and compile financial and accounting records and supporting work paper documentation related to the QER. The incumbent will also assist in direct contact with CMS, the federal Office of Inspector General (OIG), and the state's Office of the State Comptroller (OSC) regarding audit inquiries to QER filings.
