Job Specifics
Minimum Qualifications Candidates must have permanent status as a Senior Budgeting Analyst, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the Senior Budgeting Analyst title; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the trainee level (Budgeting Analyst Trainee 1 or 2).
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law that possess a Bachelor’s degree will also be considered. Preferred candidates will possess: Strong math skills; Excellent interpersonal skills; Experience related to governmental/fund accounting; A positive attitude toward meeting goals and deadlines; The ability to maintain positive working relationships with colleagues, consumers, and supervisors; The ability to multi-task and manage changing priorities and projects; Proficiency with Microsoft Excel, Word and Data base environments.
Duties Description The Office of Mental Health (OMH) is recruiting to fill one Senior Budgeting Analyst / Budgeting Analyst Trainee position in the Long Island Field Office (LIFO). The incumbent will assist in providing technical budget and fiscal assistance to County Departments of Mental Health and to the not-for-profit community who receive State Aid for community-based mental health programs in Nausau and Suffolk counties. Specific duties to be performed may include, but are not limited to, the following:
Assist in the review and approval of agency and county budget documentation.
Assist in the review and approval of direct contracts between OMH and community providers in the Long Island Region.
Monitor the development of new OMH initiatives to assure adherence to established program and financial deliverables.
Evaluate available data to determine the fiscal impact of OMH initiatives.
Provide technical assistance for counties and providers related to fiscal issues and contracting requirements.
Assist in the coordination of Field Office administrative operations including budget implementation and the preparation of the Field Office’s annual spending plan.
Draft memos and other written materials for review by supervisor and Field Office staff on budgetary issues.
Participate in monitoring visits for contract compliance under the Medicaid Managed Care Plans as well as for direct contracts and selected licensed mental health programs.
Review local and regional fiscal data on service use and service availability.
Identify regional fiscal training needs for Managed Care.
Conduct special projects as assigned.
