Job Specifics
Minimum Qualifications Education Level required: Bachelor’s degree.
Experience required: 6+ years of work experience, with significant direct experience in one or more of the following fields: economic development, government, planning, public administration, housing, public health, community organizing, procurement of public services, grant administration, or related business or not-for-profit area. Prior experience with large-scale stakeholder or public engagement programs, or grant programs. Strong facilitation and presentation skills before multiple types of audiences.
Knowledge required: Demonstrated knowledge of and experience with broadband and digital equity, adoption, and literacy programs, with emphasis on the unique challenges faced historically and currently by New York’s diverse communities. Familiarity with strategic planning, project management, data-driven analysis and program evaluation. Familiarity with business, non-profit, and government stakeholders across New York State; understanding of the state’s diverse geographies and communities.
Must have a passion for closing the digital divide in New York and ensuring that solutions pursued by CAO are equitable and just. Ability to travel in support of CAO projects and stakeholder engagement events.
Duties Description BASIC FUNCTION:
Plan and manage all statewide digital equity and inclusion initiatives for the ConnectALL Office (CAO), including the development of New York’s State Digital Equity Plan and the design and implementation of a digital equity grant program.
WORK PERFORMED:
· Plan and direct all statewide digital equity and inclusion initiatives for CAO
· Lead the development of New York’s State Digital Equity Plan. The planning process will include
o Developing and convening a broad network of digital equity stakeholders to identify barriers to broadband adoption, share best practices, and coordinate programmatic interventions
o Engage with other State and local government agencies
o Directing a comprehensive asset inventory to understand existing programs, resources, and organizations supporting digital equity
o Integrating the Digital Equity Plan with the ConnectALL access and deployment strategy
o Identifying and elevating precedent best practices in digital equity and adoption programming that could be replicated in or across New York
o Developing measurable goals and objectives for CAO’s digital equity work
· Design and implement a Digital Equity Grant Program to support the work of digital equity-focused organizations across the state
· Oversee outreach and stakeholder engagement with a diverse range of private entities, non-profit organizations, and coalitions across the state in support of all CAO programs
· Oversee research and data analysis, involving diverse methods, in support of all CAO programs
· Lead the evaluation of CAO’s programs for impact against defined digital equity goals
· Prepare internal documentation relating to CAO contracts and the procurement of contract services
· Work with CAO senior leadership to ensure that all CAO programs are consistent with the Digital Equity Plan
· Coordinate CAO’s digital equity work with other related State priorities such as economic and workforce development, racial equity, education, health, civic engagement, and more
· Represent CAO’s digital equity program internally, preparing briefing materials for ESD, Executive Chamber, and other State agency stakeholders
· Represent CAO externally, with local, regional, state, and national government entities and stakeholder groups
· Other tasks as needed to implement the State’s ConnectALL programs
