Duties Description Organization Summary:
The New York State Park System has over 200 parks and historic sites including facilities such as Niagara Falls, Jones Beach, Letchworth and Green Lakes. Over 78 million people visited state parks in 2021. The State Park System also contains outstanding examples of the State’s natural, cultural and scenic resources.

The Planning and Analysis Bureau (Planning Bureau) assists OPRHP's various regions, parks, sites, and bureaus in establishing a course of action to acquire, plan, develop, maintain, and be proper stewards of our recreational, natural, historic, cultural, and open space resources in a professional manner for the betterment of the State of New York and its citizens. The Planning Bureau has four (4) sections: 1) Environmental Analysis, 2) Planning and Programs, 3) Statistics and Resource Analysis (GIS), and 4) Real Property.

The GIS Unit in the Statistics and Resource Analysis Section primarily focuses on GIS database development and maintenance, cartography, and analysis and technically supporting the GIS needs of the agency. Projects include trail, infrastructure, and utility GPS mapping as well as mobile applications such as the NY State Parks Explorer App and ArcGIS Online. ArcGIS Online is used extensively for data collection, surveys, and mapping applications for internal and external use. Authoritative data includes park boundaries, trails, infrastructure, and utilities as well as the state funded snowmobile trail system.

Position Summary:
Under supervision of GIS Unit staff, primary duties include database development and maintenance, GPS data collection then processing resulting GIS data into state park database, cartographic production, and GIS analysis. GPS data collection duties include inventorying trails, fixed assets (infrastructure) and utilities within a state park facility. Extensive development, support and use in ArcGIS Online and Survey123. Additional duties include spatial analysis and cartographic production of supporting documentation for master plans and other planning projects. Additional opportunities to work with DESP staff may also be available.

Extensive field work and travel statewide will be required.

Additional Comments Qualifications:
-Potential candidates will have a BS or BA in natural resources, planning, forestry, environmental science, geography or GIS or closely related discipline.
-1 – 3 years of applied experience using Esri’s ArcGIS 10.x suite of software or an equivalent combination of education and experience

Desired:
-Familiarity with Trimble GPS units (such as the GeoXT) and Pathfinder Office.
-Familiarity with ESRI tools and skills such as Spatial Analyst, cartographic representations, python scripting, model builder
-Familiarity with AutoCAD or other CAD software
-Experience with utility data collection
-Experience in ESRI’s ArcGIS Online and Survey123 ? Strong oral and written communication skills, keen orientation to detail, an eye for professional presentation, and recognized organizational abilities.
-GIS Certificate
-GIS Internship experience (unpaid or for college credit is acceptable)
