Job Specifics

Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Senior Health Care Fiscal Analyst, Grade 18.

OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Senior Health Care Fiscal Analyst, Grade 18, under Section 70.1 or 70.4 of the Civil Service Law.

Preferred Qualifications: Strong attention to details;
Experience in the field of Health Care Finances,
Strong analytical skills and written and verbal communication.

Duties Description The Senior Health Care Fiscal Analyst (SHCFA) G-18 be responsible for maintaining and testing the Medicaid Managed Care Operating Reports (MMCORs) cost report software for assigned number of Managed Care Organizations (MCOs) used to collect data necessary to assure compliance with State and Federal regulations. The SHCFA will outreach to assigned MCOS to ensure fiscal reporting requirements are met, and the reports are received and reviewed in timely fashion. The SHCFA position will be assigned to the Financial Reporting and Fiscal Oversight Unit which is also responsible for collecting and reviewing MCO Medical Loss Ratio (MLR) reporting and calculating MCO financial solvency requirements for more than 75 MCOs most notably the SHCFA will: Oversee timely filing and accuracy of the quarterly and annual financial reporting for managed care plans, including MMCORs, MLR reports MCO Annual Certified Audited Financial Statements, MCO holding company statements and MCO NYS Escrow Fund bank statements submitted by MCOs, Monitor the financial condition and solvency of assigned MCOs, including analysis of their financial operations and compliance with financial reporting requirements outlines in regulations and policies, Review and evaluate equity transfers, such as dividend requests, asset transfers and surplus note repayments, and communicate report findings and work with MCOs to improve compliance in all areas of fiscal reporting and data submission.

Additional Comments The work completed in this Unit is critical in supporting Medicaid rate setting accuracy and to monitor financial reporting for solvency and good standing. The reporting is used to effectively and promptly support new and existing Medicaid program initiatives aimed at delivering services to most needy Medicaid members.
