Minimum Qualifications Minimum Qualifications: Non-Competitive: Bachelor’s degree and five years of professional research experience in the field of Criminal Justice; or a master’s degree in Criminal Justice or a related field and four years of such experience; or a Ph.D. in Criminal Justice or a related field and three years of such experience.
Preferred Qualifications: Extensive experience designing and conducting criminal justice or social science research; familiarity with criminal justice policy and community corrections research; familiarity with evidence-based practices; and experience summarizing and communicating key findings to non-research audiences. The preferred candidate will possess a master’s degree or higher in criminal justice or related field. Excellent organizational, management, interpersonal and communications skills are essential.
Duties Description Reporting to a Research Scientist 5 or Deputy Commissioner, the incumbent will plan, organize, and direct research related to adult community corrections programming and re-entry services, including research and analysis related to program implementation, program fidelity and evaluation. Areas of responsibility include directing staff engaged in analyses of adult probation and staff engaged in case-level data collection, reporting, and outcome evaluation for alternative to incarceration (ATI) and re-entry programs. The incumbent will coordinate the agency’s fidelity system, administer the agency’s Implementation Collaborative, and manage and direct work related to evidence-based policymaking. This position may supervise the work of program research specialists, research scientists, policy analysts and interns. Duties may include, but are not limited to:
• Work closely with program and funding offices to enhance and maintain a fidelity and evaluation system for ATI and re-entry programs.
• Support the integration of implementation science and evidence-based policy making into agency initiatives and processes.
• Work independently to plan and design research projects related to ATI and re-entry programming, including developing research questions, formulating research hypotheses, identifying an appropriate research design and methodology, and interpreting findings.
• Use a wide range of research and advanced statistical methods to propose, design and supervise research related to the investigation of social and behavioral issues within the criminal justice system and justice-involved populations.
• Leverage available data sources to develop research plans on the causes and correlates of adult offending behavior and the effectiveness of interventions designed to reduce reoffending. Data sources may include, but are not limited to criminal arrest records, probation case management records, risk and needs assessment records, treatment program records, employment and wage records, and prison commitment records.
• Present complex research findings to agency managers, Executive staff, government task forces, etc.
