Minimum Qualifications "Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 3, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Systems Specialist 3, G-23 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Hospital Nursing Services Consultant, Principal Sanitarian, Standards Compliance Analyst 2, Standards Compliance Analyst 2 (Developmental Disabilities).
Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Fire and Safety Representative, Health Care Surveyor 2 (Nursing), Health Systems Specialist 1, Health Systems Specialist 1 (Emergency Medical Care), Health Systems Specialist 1 (Funeral Directing), Health Systems Specialist 2 (Physical Therapy), Health Systems Specialist 2 (Nutrition), Health Systems Specialist 2 (Social Work), Hospital Nursing Services Consultant, Regional Medical Care Administrator, Senior Nutrition Services Consultant, or Senior Sanitarian, AND have sat for exam 38-515, pending results.
Preferred Qualifications:
Knowledge of long-term care related services and supports. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment. A Knowledge of Medicaid Waiver programs and criteria. Excellent organizational skills with the ability to prioritize multiple assignments. Proficient in the use of standard office technology and basic Microsoft applications. Knowledge of eMedNY and analysis of claims data. The capability to travel within NYS as needed.
Duties Description This position is located in the Office of Aging and Long Term Care, Center for Aging and Long Term Care Finances and Supports. The Center is responsible for a variety of services and activities that focus on long term care, aging and related disabilities within community based settings. The work of these programs is to encourage high quality care, cost effectiveness, and community base and ongoing quality improvement of services provided. The incumbent will be a member of the Center's program team and participate in activities associated with the Alzheimer’s Disease, nursing home transitions and 1915(c) community based services. The incumbent will oversee contracts, complete quality assurance activities, collect and interpret data, monitor UAS assessments, review and approve requests for environmental modifications and assistive technoloty. Participate in investigation teams and reviews of complaints and investigations. Complete site evaluations and surveys. Develop and implement training materials. This position also involves liaison roles with other key function areas in DOH, NYSOFA, Money Follows the Person (MFP,) and OHIP. The incumbent will participate/facilitate various waiver stakeholder workgroups and contractor meetings including: facilitating training information and materials for stakeholders. The incumbent will prepare reports and present program data for Center leadership, professionals and stakeholders related to current issues and trends in service delivery.
