Job Specifics

Minimum Qualifications A bachelor's degree or higher and four years of experience in business analysis, systems development, application design, and/or evaluation and maintenance of existing IT systems. A Master’s degree may substitute for one year of the required experience. Up to four additional years of specialized experience may substitute for the bachelor’s degree.

Preferred: The ideal candidate will possess the following skills and abilities:

• Install and configure Windows 10/1; assist users in troubleshooting problems
• Install and configure Office and Office365; assist users in troubleshooting issues
• Install and configure iPhone iOS and apps; assist users in troubleshooting issues
• Create and modify website pages using text editors and html code
• Host and troubleshoot Webex meetings
• Use Adobe Premier Pro to edit mp4 video files
• Use webcam, external microphones, audio mixers and software to record multi-participant external events such as conferences and training sessions
• Diagnose hardware problems and perform hardware repairs on PCs such as hard drive and CD/DVD drive replacement
• Set up staff workspaces
• Familiar with network infrastructure and IP addressing; able to configure network devices (PCs, printers, scanners, WIFI access points) with IP information; able to diagnose network issues such as lack of connectivity or internet access
• Familiar with NYS Directory Services (my.ny.gov)
• Familiar with NYS ITS help desk procedures for filing and tracking troubleshooting requests

Duties Description The Project Coordination (working title: Assistant Manager of Information Services) reports to the Manager of Information Services and has overall responsibility for supporting the Office’s technology needs. In addition to meeting the day-to-day technology needs, the Assistant Manager is responsible for creating a plan for better data visualization and for creating a data reporting portal to allow for the direct upload of all the required data from both providers of mandated representation and counties, that can then be seamlessly downloaded by ILS research staff for analysis and reporting. This data portal and plan for enhanced data visualization allows ILS to produce outward facing interactive data dashboards that could be accessed by each provider of mandated representation within the State to facilitate data driven decision making in their efforts to improve the quality of representation.

The extensive and highly specialized duties of the Assistant Manager of Information Services include the following:

• Acting as Office liaison with ITS and other external agencies and vendors on IT-related matters.

• Implementing technical plans for network enhancement and for better data visualization to make data easier to understand and more accessible to the public.

• Enhancing information systems and managing and upgrading the Office’s website and other internet communication.

• Procuring hardware, software, and services as needed; performing installations and updates; and maintaining inventories.

• Diagnosing and responding to staff’s IT user problems; creating and modifying user network accounts; facilitating and hosting ILS virtual conferences; and updating the ILS website.

• Ensuring all staff are equipped to telecommute because of staff travel obligations.

• Developing and implementing a data reporting portal and creating policies and procedures for the use of the portal.
