Job Specifics
Minimum Qualifications Non-Competitive: Seven years of application development experience that includes as primary responsibility the design, development, or evaluation of mainframe or server-based accounting or auditing systems and controls. A Bachelor’s Degree in accounting or computer science may substitute for four years of the experience
Duties Description The Information Systems Auditor 1 (SG-23) will be assigned to the Office of Audit Services and Compliance and will report to the Auditor 3. The Information Systems Auditor 1 will be responsible for planning and supervising audits, reviews, and continuous monitoring of DCJS’ information technology systems, applications and processes, as well as additional audits and analytical projects. Duties include, but are not limited to, the following:
•Perform general and application control reviews for DCJS systems including Statewide Automated Biometric Identification System (SABIS), the Criminal History Repository Information (CHRI) repository, Sex Offender Management System, and the DNA Management System
•Perform pre and post-implementation reviews of information technology (IT) system implementations or enhancements
•Perform IT security audits (e.g. network, operating system and data center) and assist management in addressing vulnerabilities that are identified
•Review and evaluate general computing controls and provide value added feedback. Test compliance with those controls
•Assess the effectiveness of the overall design and operation of related control procedures as it relates to the reduction of control risk
•Perform information control reviews to include system development standards, operating procedures, system security, programming controls, communication controls, backup and disaster recovery, and system maintenance to ensure that controls surrounding these processes are adequate
•Evaluate control systems of agencies receiving CHRI electronically from DCJS to ensure agencies are compliant with Criminal Justice Information Services (CJIS) security policy
•Collaborate with DCJS audit staff and management to maintain an up-to-date risk assessment of all critical business processes and functions
•Demonstrate expert working knowledge for members of the Office of Audit Services on following audit trails, verifying audit techniques built into DCJS systems and applications, evaluating system checks and controls. Particular focus will be on DCJS applications available on the Integrated Justice Portal where sensitive information is available to external parties
•Discuss with audit team highly technical IT matters relating to deficiencies observed during control reviews
•Develop audit plans of computer systems or operations in accordance with International Professional Practices Framework for Internal Audits
•Participate in and/or lead operational, compliance, and performance audits
•Compile status reports including analyses, appraisals, comments, and recommendations related to DCJS systems for the Director of Audit Services
•Develop and maintain knowledge in program areas, data sources, and audit policies as well as knowledge of systems
•Assist the Auditor 2 in incorporating the testing of systems controls in audits of agencies receiving grant funding from DCJS
•Serve as lead auditor and oversee the work of Auditor 1’s and Internal Auditor 1; and
•Prepare and report results to management
Additional Comments Appointment will initially be temporary until this newly established position is fully approved by the Governor for placement in the non-competitive jurisdictional class at which time, a permanent appointment will be made.
