Job Specifics

Minimum Qualifications Six years of work experience in a position having a substantial relationship to agricultural land use analysis, soil and water conservation management, or the protection of farms and farmland resources (see definition below); OR
Six years of work experience in any combination of the following roles: Soil and Water Conservation District Manager; National Resources Conservation Service District or Resources Conservation; New York State Soil and Water Conservation Committee (State Committee) Consultant Service Provider; Professional Staff of Land Trust Organization; Cooperative Extension Agent (Agriculture); Regional Planning Commission and County Planning Office (see defined roles below).

Definition of relevant work experience: At least 50% of the time must have been spent working with county officials, environmental organizations, soil and water conservation districts, or farmers in any one of the following areas:
1. Agricultural land use analysis including review of farm operations and farmland resources, analyzing project impact statements, maps, reports, and other information documents; performing on-site investigations; interviewing involved parties, discussing and negotiating alternatives, preparing written assessments, and providing expert testimony on farm resource issues, on whether projects will adversely affect agricultural resources and farm management activities without modification or mitigative action.
2. Soil and water conservation management including the design, planning or implementation of soil and water conservation projects, or water quality of non-point source abatement and control projects; or soil and water conservation techniques, or farm resources management practices.
3. Protection of farms and farmland resources including the purchase or transfer of development rights, or farmland easements; or laws, regulations, programs, and procedures which affect farmland protection/preservation; or land use planning.

Experience Substitutions:
1. Bachelor’s degree substitutes for four years of experience, or an associate’s degree for two years of experience in the following degree fields: agronomy, soil science, soil conservation, agricultural engineering, or natural resources management; OR
2. Bachelor’s degree substitutes for four years of experience or an associate’s degree for two years of experience, with specific course credits in the following degrees and courses: environmental studies, environmental conservation, engineering, earth science, environmental science, plant science, forestry, geography, or urban or regional planning or a closely related agricultural or natural resources discipline; including either 12 semester credit hours in a combination of soils and crops or plant sciences at least 6 hours of which must have been in soils; or 12 semester hours in farmland protection; urban, regional or land use planning; or geography.

Division of Land and Water Resources:
The Division of Land and Water Resources helps protect and enhance New York State's Natural resources and working landscapes. The Division is specifically responsible for two broad program areas designed to support the State's food and agricultural industry and to provide assistance, policy, and programs to County Soil and Water Conservation Districts for natural resource protection from the major urban centers to the rural agricultural areas of New York State.

Job Summary:
The Senior Environmental Analyst (Agriculture) will provide program technical support as it pertains to the delivery of the State’s Agricultural and Farmland Protection Programs as authorized in under (AML Article 25-AA).

The position is conveniently located near the Albany International Airport at 10B Airline Drive, Albany NY 12235 and offers the opportunity for telecommuting. This is a temporary, PEF Bargaining Unit-represented position that offers a competitive rate of $29.34/hour. This opportunity also provides excellent benefits. The Senior Environmental Analyst Agriculture will be responsible for, but not limited to, the following:
• Receive, audit, process and draft responses to Notice of Intent applications pertaining to renewable energy projects proposed to occur within a State Certified Agricultural District.
• Receive, audit, process and draft responses to SEQR (State Environmental Quality Review) pertaining to renewable energy projects within a State Certified Agricultural District.
• Assist in project related compliance inspections regarding Department’s applicable agricultural construction mitigation, and the validation of restoration as required under notice conditions. Develop draft reports, and assist in the Departments project direction for the implementation of corrective remedies to avoid further adverse impact to agricultural resource
• Conduct routine research, periodic mailings and other administrative duties related to AML Article 25AA duties.
• Respond to general information requests from the public and direct inquires to the appropriate technical staff concerning Agriculture and Markets Law and other State Laws that affect farm operations.
• Develop routine correspondences, assist in drafting program guidance documents and other related internal and external program communications.
• Maintain division technical references and perform periodic updates to online documents.
• Develop draft presentations, charts, and other outreach media in support of program goals.
• Coordinate and assemble materials for meetings and training opportunities.
• Work cooperatively with Department Counsel and Finance to fulfill freedom of information requests, and other various information requests as needed.
• On a limited basis to address workload, prepare substantive correspondence detailing on farm investigations with technical references as necessary.
• On a limited basis to address workload, assist in the review of technical documents associated with the siting of public utility and energy generation infrastructure on farmland. Assemble Department comments on project files (including construction plans), track deadlines and support in the development of technical briefs as needed.
• Track statewide energy projects programming impacts to Agricultural District resources geospatially and/or via database.
• Various other duties as assigned.
