Job Specifics

Minimum Qualifications Bachelor’s degree in Economics and ten years of relevant progressively responsible experience*, including at a policy making level, related to the field of utility regulation, including specific experience in regulatory economic issues related to utility industries and markets.

Preferred candidates will have a master’s degree or higher in Economics, as well as supervisory and/or managerial experience.

*Substitutions: four years of relevant experience or associate’s degree and two years of relevant experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of relevant experience; Ph.D. may substitute for two years of relevant experience.

Duties Description The Director Public Service Programs (Director) will serve as the Director of the Office of Regulatory Economics (Office), which consists of professional economists and support staff who provide economic and statistical analysis of existing and proposed regulatory policies as an input to the Commission’s decision-making process. Among the Office’s primary responsibilities are the development of market rules and market design changes required to implement the State’s carbon reduction and distributed energy resources goals, as well as the analysis of economic and antitrust issues associated with establishing effective competition in markets for electric, gas, and telecommunications services. Under the general direction of the Chair of the Public Service Commission, the Director’s duties include, but are not limited to:
• Serving as an advisor and consultant to the Chair and the Commission on regulatory economics issues related to the regulation of gas, water, electric, steam, cable, and telephone utilities.
• Managing and directing the staff of the Office of Regulatory Economics, including recruitment and development activities.
• Planning, organizing, directing, and coordinating the complex economic and statistical analyses of the Office staff. The staff work includes, but is not limited to: analyzing wholesale and retail markets, price signals, econometric sales forecasts, economic projections, market power and mitigation, benefit cost analysis, incentive regulation, and measurement of marginal or incremental costs.
• Coordinating the work of the Office with other offices in the execution of analyses, studies, reports, and plans related to utility regulation.
• On occasion, testifying as an expert witness in important Commission cases and supervising the preparation of testimony.
• Attending Commission meetings in order to advise and make recommendations to the Commission on technical economic and policy matters related to utility market competition, utility rates, utility finance, transmission and distribution, safety, consumer services and education, the environment, and other issues related to utility regulation.
• Providing technical assistance and support to other offices and the Department.
• Analyzing proposed legislation and formulating recommendations in areas that affect the Commission’s rules, regulations, and responsibilities.
• Representing the Commission at hearings, conferences, before Federal agencies, and as members of committees of the National Association of Regulatory Utility Commissioners (NARUC).
• Working with energy policy makers from other State agencies and authorities to implement the State’s energy policy goals.
• Meeting with utility personnel, their counsel, and the general public concerning matters of special or general interest with respect to the regulation of all types of public utilities.
• Managing, coordinating, and advising on issues relating to the internal operation of the Department; providing administrative support to the Public Service Commission and the Department.
• Overseeing the preparation of Commission orders, rules, and regulations ensuring compliance with requirements of law.

Additional Comments Salary will be commensurate with experience. The primary location for this position is either Albany or New York City, New York with at least 10% travel, which may vary depending on location. If the position is filled in the New York City location, the salary range above would increase by the Downstate Adjustment of $3,026. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
