Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Field Services Representative 1 (G18), OR current NYS DOH employee with one year or more of permanent, contingent-permanent competitive or non-competitive service as a Public Health Representative 2 (G16) or Public Health Representative 3 (G18) and eligible for transfer under Section 70.1 of the Civil Service Law OR current NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at or above G11 and eligible to transfer to Public Health Field Service Representative Trainee 1 under Section 70.4 of the Civil Service Law by having a specialized bachelor’s degree and obtained a passing score on the current NYS Department of Civil Service Professional Career Opportunities (PCO) select titles eligible list# 50-001, Public Administration Traineeship Transition (PATT) eligible list# 00-437, or Public Health Field Services Representative Trainee 1 list# 00-464.
Public Candidates: Active list candidate on the Professional Career Opportunities (PCO) select titles eligible list #50-001 with a score of 100 or higher, OR qualified 55-b/55-c candidate in possession of a bachelor's or higher degree.
Preferred Qualifications: "PREFERRED QUALIFICATIONS
Five or more years of the following experience:
-Providing direct patient/client services in a health, human service or community-based organization; and/or
-Performing oversight activities in a health regulatory organization to determine compliance with appropriate laws, rules, regulations; and/or -Performing administrative duties in a public health agency or in the health-related service component of a community-based organization. The health-related service component must have an outreach or preventive health function.
Substitution:
-College study may be substituted for up to three years of general experience with 30 credit hours equaling one year of the required experience.
-A master’s degree in public health, social work, nursing, health care administration, or public administration with a concentration in health, may be substituted for one additional year of experience. Public health/or health service delivery background. Excellent communication skills. Ability to relate well to others. "
Duties Description "Under the Program Director, the PHFS1 will be responsible for a variety of duties within the TB/Refugee Health Program (RHP) in Central NY. This position will work with the Region to ensure that refugees receive initial health assessments within 90 days of arriving in the US. This position will work with local refugee resettlement agencies and other refugee support agencies, as well as contracted refugee health (RMA) providers, with the goal of all newly-arriving refugees receiving medical screenings, appropriate vaccines and engagement in ongoing health care services. Duties:
1. Provide oversight of Refugee Medical Assistance Program contracts, including technical assistance and programmatic support to contractors. 25% . 2) Utilize all available systems related to the Refugee Health Program data management activities. 25% 3).Serve as liaison with local and regional health departments, medical professionals, and the general public, providing consultation and technical assistance where applicable. Respond to inquiries regarding outcomes and findings and interpret department policies, laws and regulations. 25% 4) Participate in other related activities as directed by supervisor. 10%Conduct Education and training activities 15%"
Additional Comments Permanent, Competitive Full Time. This is a two-year traineeship beginning at a G13 and leading to a G18. Transfer candidates may be asked for their SS# to verify eligibility.
