Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Librarian (Reference).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55 b/c Appointment: This position is eligible for 55 b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education (OCE) is seeking candidates for a Senior Librarian (Reference) position with the New York State Library (NYSL) located in Albany, New York. The Reference Services Unit of the New York State Library provides reference and instructional services to a diverse public and selects, creates, manages, and assesses information or research resources, tools, and services. Under the direction of the Associate Librarian (Reference), the incumbent will be responsible for performing duties related to the Library’s genealogy and local history collection, as well as, general reference services tasks. Duties of this position include, but are not limited to, the following:

• Provide reference and information services in all subjects to a diverse public onsite, by telephone or via e-mail;
• Provide complex and in-depth research searches for subject-specific inquires using print, microform and online resources;
• Develop the Library’s collection in assigned subject areas by identifying and suggesting materials in a variety of formats for purchase;
• Develop and conduct Library public programing and instruction services related to genealogy and local history for onsite and distance learners, including webinars, program-based instruction, workshops and orientations;
• Design, create and facilitate the use of library online instructional materials, tutorials, bibliographies and subject-related research guides;
• Serve as the Library’s liaison and coordinator with the Capital District Genealogy Society to staff the Library’s genealogy volunteer service desk;
• Develop and coordinate Library outreach activities to various State and regional genealogy societies and organizations to connect these constitute groups with Library services and collections; and
• Creates content for social media in coordination with the Library’s Digital Services Unit.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required at the time of interview for all candidates. This position will require 5% in-state travel. The work schedule for this position includes hours of Monday through Friday 9:00am – 5:00pm with rotating Saturdays 9:00am – 5:00pm. (Saturday hours are currently on pause due to Covid-19 pandemic)

This position may be filled as a traineeship. The salary above applies to candidates appointed to Senior Librarian (Reference), SG-19. The salary for candidates appointed to Librarian 1 starts at $51,986 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
