Job Specifics
Minimum Qualifications Bachelor’s degree and four years of professional research experience in an appropriate field.
Substitutions: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.
Preferred Qualifications: Strong statistical and data management skills. Proficient in the use of SPSS, R and/or SQL, Microsoft Excel, Word and Power Point. Experience with data visualization tools such as Tableau is strongly preferred. Experience with extracting, merging and linking health care datasets, including Medicaid data, for the application of higher order analysis. Knowledge of statistical methods and their application for predictive analytics. Experience with health policy and program evaluation is also desired. Excellent communication and organizational skills. The ability to work independently, as well as in a team environment.
Qualifying experience should include experience with integrated data systems with increasing data integrity, improving ability to measure and report quantifiable outcomes and performance metrics, refining data collections with the focus on metrics and outcomes.
Duties Description The Research Scientist 3 position will work within the Bureau of Population Health and will assist in a broad range of research, analysis, reporting, and evaluation activities within the Division of Data Management and Strategy. The incumbent will work under the direction of the Bureau Director.
Specific duties may include, but are not limited to:
• Plan, design, and execute research projects, including developing research questions, formulating hypotheses, identifying an appropriate research design and methodology, and interpreting findings.
• Use a wide range of research methods and data sources to conduct descriptive and inferential analyses to support agency-wide initiatives relating to public health, service quality, delivery, and outcomes. Data sources may include, but are not limited to Medicaid data, enrollment data, case management records, survey data, and data from other agencies and organizations.
• Responsible for project management of OPWDD's participation in the annual National Core Indicators Survey, coordination with providers and OPWDD Divisions, and oversight of contract with vendor.
• Support OPWDD's research agenda by facilitating collaborative partnerships with academic institutions, promoting grant funded projects and engaging in publishable quality research analysis and design.
• Administer Divisions graduate internship program, including intern selection, design and approval intern project proposals and supervision.
• Help formulate research approaches that assist OPWDD's development of metrics and data systems that address the delivery of culturally competent services, population health and the social determinants of health for those with I/DD.
• Identify metrics that measure progress in outcome achievement and assist in program management and evaluation of OPWDD policy.
• Prepare formal reports and presentations for both public dissemination and publication on OPWDD's website and to guide and inform executive leadership on key programmatic areas.
• Use analytic and statistical software packages such as SPSS and Structured Query Language (SQL) Developer to extract data from different Oracle and SQL-based systems and create analytic data files by matching individual records across multiple data sources.
• Collaborate with other research scientist and analytical staff on all phases of research and contribute to healthcare policy recommendations based on applied research findings.
The incumbent will be expected to perform these duties with limited supervision.
