Job Specifics

Minimum Qualifications Eleven years of professional level experience in the administration of complex federally funded programs. Experience must include research and analysis of highly technical programs; analysis and development of operational protocols for a large organization; analysis of public policy issues; or strategic planning and process improvement. Four years of this experience must include supervision of subordinate professional staff. Two years of this experience must include management experience.

• Bachelor’s degree can substitute for four years of the required experience;
• Associate degree for two years;
• Juris Doctor or master’s degree for five years;
• PhD for six years.

Duties Description Under the general direction of the Deputy Commissioner for the Office of Disaster Recovery Programs, the incumbent of this position exercises considerable initiative and discretion in performing a wide range of duties in managing the day-to-day operations of Recovery Programs within DHSES, including Hazard Mitigation, and Special Projects. They work with a great deal of independence and will be responsible for leading a team structured on project management principles, project results and accountability. Encourages a workplace environment focused on teamwork and collaboration with internal and external stakeholders. Oversees and directs permanent, temporary and contractor staff to ensure consistency and quality of program administration and support for the Hazard Mitigation program. The Hazard Mitigation program provides grants to remove from or elevate structures in flood plains, develop plans, and for other projects to make communities more resilient in hopes of preventing or minimizing future damages. In addition, the incumbent is responsible for maintaining and improving the Hazard Mitigation State Plan and seeks to achieve enhanced status. Verifies that major projects are on track and that necessary extensions for projects are requested and approved in a timely manner. Coordinates with Public Assistance staff regarding information related to Hazard Mitigation Assistance programs within open Public Assistance projects. Duties include, but are not limited to:

• Provide direction to, and oversight of, staff for federal disaster assistance grants to support survivors of disasters, repair and replace infrastructure and implement mitigation measures in future disasters.
• Direct and oversee staff responsible for the administration of major grant programs at the federal state or local level.
• Oversee and direct the operations of the Recovery Programs. Set priorities and evaluate the work of Recovery Programs to ensure compliance with established policies, procedures, and program objectives.
• Determines, develops, and implements necessary policy initiatives and directs policy changes to improve performance and management of DHSES’ operations. Ensures appropriate resource utilization at all levels.
• Think strategically and problem solve by actively contributing to discussions and the execution of long-term policy visions and short-term issues within Recovery Programs.
• Direct and authorize applications for disaster recovery or mitigation projects.
• Direct and authorize grant project reimbursement requests, certifying payments or performing technical reviews of program required reporting.
• Review and interpret published grant guidance, policies, laws, procedures to prepare for dissemination or relevant impacts to local, state, and federal partners.
• Provide technical assistance in the development, facilitation and/or review of a variety of collaborative interdisciplinary exercises and simulations.
• Recommend and implement program policy and priorities in support of DHSES Recovery Program goals.
• Develop and deploy reporting tools to measure conformity with applicant project timelines and milestones.
• Understand and maintain knowledge of federal regulations, policy and guidance related to the various disaster assistance programs including the Robert G. Stafford Act, 44 Code of Federal Regulation (CFR), FEMA policy and guidance, Office of General Services procurement policies, Office of the State Comptroller policies, Division of Budget policies and related information as appropriate.
• Provide direct guidance to DHSES Executives, the Governor’s Office, state agencies, local governments, and non-profit organizations on Recovery Program objectives, strategies, rules, and regulations.
• Develop new statewide objectives and priorities as needed.
• Discuss and monitor trends on policy and program changes, deadlines and reporting requirements with FEMA HQ, regional administrators, staff, and other stakeholders.
• Direct and oversee the development and delivery of training on various DHSES Programs in a wide variety of national or regional professional forums to peers, elected officials, local governments, and non-profit organizations.
• Direct and oversee the coordination of assessments of damaged areas following emergencies and disasters.
• Direct and oversee the preparation of applications for assistance, correspondence, and supplemental information in support of the Governor’s request for FEMA federal assistance.
• Function as primary subject matter expert, consultant and interpreter on all applicable State and federal laws, rules, regulations, policies, and protocols. Analyze legislation and act as resource for internal staff, program associates and other stakeholders.
• Confirm that information and reports necessary to process financial transactions in support of the Recovery programs are accurate and complete and that systematic errors are corrected.
• Draft and edit official State responses to FEMA on all proposed policy and regulatory changes.
• Interface on a regular basis with FEMA HQ and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.
• Direct and oversee the assignment of staff to support the State Emergency Operations Center, Disaster Assistance Centers, or field offices during emergency disaster activations and ongoing events and serve as lead State recovery program representative or in other leadership roles during active disasters. Direct components of a joint field office or an emergency operations center.
• Establish and monitor FEMA program deadlines and reporting requirements and communicate regularly with FEMA, State, local, voluntary, and non-profit organizations, and staff.
• Prepare reports, presentations, briefings, correspondence, and other communication instruments as required.
• Create materials and program guidelines as necessary.
• Oversee and undertake special projects or initiatives as needed.
• Perform all administrative and supervisory duties as required.
• Travel will be required.
• Possession and maintenance of a valid Driver’s License issued by the New York State Department of Motor Vehicles.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
