Applicants must have either
1. a bachelor’s degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses AND eight years of qualifying experience;
Or 2. a master’s degree in accounting AND seven years of qualifying experience;
Or 3. either qualifying degree as listed in 1 or 2 above, AND a currently valid Certified Public Accountant (CPA) license and registration issued by New York State, AND five years of qualifying experience;
Or 4. a bachelor’s degree with at least 18 semester credit hours in finance, economics, and/or accounting with at least 9 of these credit hours in finance AND eight years of qualifying experience;
Or 5. a master’s degree with at least 18 semester credit hours in finance, economics, and/or accounting with at least 9 of these credit hours in finance AND seven years of qualifying experience;
Or 6. either qualifying degree as listed in 4 or 5 above, AND a Chartered Financial Analyst (CFA) certification,
AND five years of the below qualifying experience.
Qualifying Experience:
Professional accounting/auditing or financial internal or field audit experience with responsibility for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or opinions or recommendations on, financial statements in accord with generally accepted accounting principles. Financial analysis experience includes analyzing financial/investment practices, assessing financial condition and cost structure, analyzing new securities issues, assessing financial and business risk, and the measurement of the cost of capital. This experience must have been obtained working with a regulatory agency; in the utility industry, including energy, telecommunications, water, or cable services; or in other regulated industries. This qualifying experience must also include three years of the supervision of both projects and individuals AND one year advising agency, utility, or regulated company management.

*An Incumbent appointed provisionally will be required to take a New York State Civil Service examination for this position when it is next offered. The incumbent must pass the examination and score among the top three eligible candidates in order to be permanently appointed.

Duties Description The Chief Utility Accounting & Finance (Chief) will report to the Director and Deputy Director of the DPS Long Island Office (LIO) and the Office of Accounting, Audits and Finance (OAA&F), and will perform duties that include, but are not limited to, the following:
• Providing financial and management/operations audit advice to the Director and Deputy Director of LIO and OAA&F.
• Interacting with senior Long Island Power Authority (LIPA) and Public Service Enterprise Group Long Island (PSEG LI) management, and other utility or Department staff, as needed.
• Analyzing proposed legislation and providing input to the LIO Director and Deputy Director.
• Overseeing OAA&F development of recommendations to the LIPA Board in accordance with the LIPA Reform Act, regulatory law changes, and accounting and rate-making policies.
• Overseeing the review of methods, procedures, and policies employed by LIPA to achieve maximum customer benefits from its Service Provider under its Operations Services Agreement in relation to any accounting or financial matters.
• Leading and/or participating with other Department staff in developing cross-functional teams designed to review and analyze LIPA/PSEG LI issues as well as management and operations audit issues and draft recommendations.
• Providing general overview and direction to subordinate staff in LIPA/PSEG LI rate cases and other accounting matters such as review of surcharges, financial impacts of tariff changes, and the Utility 2.0 budget plans.
• Coordinating the management and operations audits, including the issuance of the Request For Proposals (RFP) and overseeing and coordinating an independent third-party consultant’s review.
• Overseeing unit work involving the evaluation of established metrics to ensure they are adequate in meeting the intent of LIPA Reform Act legislation, including verification of calculations and potential changes to metrics for consideration by LIPA.
• Overseeing unit work involving the evaluation of PSEG LI performance related to established metrics and calculation of PSEG LI’s annual incentive-based compensation.
• Overseeing unit work related to management and operations audits, reviewing recommendations developed as a result of such audits, and providing recommendations to the LIO Director for discussion. For LIPA’s management and operations audits, the Chief may assist with the presentation of recommendations to the LIPA Board as directed by the LIO Director and oversees the implementation of adopted recommendations.
• Overseeing development, updating, and testing of internal controls for the LIO.
• Assuring that supervisory staff are delegating work and setting priorities at internal meetings.
• Assuring that staff stays current on financial and technical issues related to accounting, auditing, finance, industry, regulatory developments and providing opportunities for training where needed.
• Supervising lower-level staff.

Additional Comments The above salary range reflects the Downstate Adjustment of $3,026.
