Minimum Qualifications "Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for 70.1 or 52.6 transfer to Health Program Administrator, Grade 18.
Public Candidates: Active list candidate on the Professional Career Opportunities (PCO) eligible list #26-570 with a score of 100 or higher, OR qualified 55-b/c candidate in possession of a bachelor's or higher degree.
Preferred Qualifications: The preferred candidate will have the ability to work in a variably-paced office and prioritize multiple assignments. The candidate will possess excellent organizational, analytical, verbal, and written communication skills, and will have the ability to work independently as well as part of a team. The preferred candidate will have experience with Microsoft Word, PowerPoint, Outlook, SharePoint, and advanced proficiency with Excel and web-based database applications.
Duties Description "The Health Program Administrator (HPA) will be responsible for administrative functions and fiscal oversight of the Just Say Yes to Fruits and Vegetables (JSY) Supplemental Nutrition Assistance Program Education (SNAP-Ed) plan. The HPA will interpret United States Department of Agriculture (USDA) Plan Guidance for administration of the project and prepare required fiscal reports for the grant and quarterly submission to USDA. Fiscal monitoring for the project will include all project expenses including equipment, travel for over 18 field staff, and materials and supplies for conducting nutrition education sessions and Policy, Systems, and Environmental strategies (PSEs).
Duties will also include contract management; ensuring compliance with contract regulations; monitoring program expenditures; providing technical assistance to contractors regarding allowable activities and expenses; database development, management, and evaluation activities to ensure compliance with USDA reporting and evaluation requirements; and coordinating quality assurance activities to ensure that contractors are meeting deliverables.
Additional Comments "Full-time, contingent permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
