In the absence of an appropriate eligible list or transfer, candidates who have served one year of permanent competitive or 55-b/55-c service as a Plant Superintendent B or two years of permanent competitive or 55-b/55-c service as a Building Maintenance Supervisor 2, Maintenance Supervisor 2 (Building), Maintenance Supervisor 3, Maintenance Supervisor 4, Energy Conservation Technical Specialist, Plant Superintendent C, Plant Utilities Engineer 3, Plant Utilities Engineer 4, Public Buildings Manager 3, Senior Building Maintenance Assistant, or Supervisor General Services Plant Utilities 1 may be qualified for a provisional appointment to this title.
Open Competitive:
Candidates must have eight years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant. This experience must include responsibility for at least two of the following areas:
Management* of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards.
Capital planning of construction/rehabilitation projects. Contract management of building maintenance/construction/rehabilitation projects and grounds.
Or 2. an associate's degree in Construction Technology, Construction Management, Engineering, Engineering Technology, Facilities Management, Facilities Management Technology, or Plant Utilities Technology AND six years of experience as described in Option 1.
Or 3. a bachelor's degree in Construction Technology, Construction Management, Engineering, Engineering Technology, Facilities Management, Facilities Management Technology, or Plant Utilities Technology AND four years of experience as described in Option 1.
*Qualifying management experience includes the supervision of employed and/or contracted staff in trades engaged in the operation, maintenance, construction, or rehabilitation of a physical plant in a setting listed above, or a power plant; the development of plans, specifications and estimates for alterations and materials, and contract negotiation, approval, monitoring and closeout.
Non-Qualifying experience: Custodial or janitorial services; experience working in manufacturing/machine maintenance, grounds keeping, security, or transportation; or experience performing clerical work.

Candidates appointed provisionally must take the next scheduled Civil Service Examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.
Additionally, all candidates must be eligible to participate in Federal health care programs (e.g. Medicaid and Medicare). Individuals excluded from participation in these programs will not be considered.
Duties Description As a Plant Superintendent, you would be responsible for the complete management of the physical plant of a State Facility, off-site facilities, community residences, or laboratories. These management activities include planning; overseeing the preparation of budgets and forecasts; purchasing; and managing performance/service contracts, which includes the inspection of new construction, alteration of existing structures, implementation of energy conservation measures, and ensure compliance with all applicable executive, regulation and accreditation requirements. You would direct the activities of a large workforce engaged in the operation and maintenance of the heating plant; electric generation/distribution; air conditioning and refrigeration equipment; sewage and water supply systems; mechanical, electrical, and building maintenance; and maintenance of grounds and related equipment. Plant Superintendent duties vary among the three levels depending upon the size of the population served and/or the complexity and layout of the physical plant.
Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
Additional Comments:
OMH hospital employees must be fully vaccinated or willing to become fully vaccinated against COVID-19. Candidates who are not fully vaccinated against COVID-19 may not start working until two weeks after their first dose of a COVID-19 vaccine.
