Minimum Qualifications Candidates must be reachable for appointment from the current Civil Service eligible list for the title;

OR

Transfer Opportunity - Candidates must have one year of permanent service as a Rehabilitation Counselor 1, Grade 17, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law. To qualify for Section 70.1 transfer, candidates must have at least one year of permanent service in a title within two salary grades of SG-17 and approved for transfer by the Department of Civil Service.

Provisional Opportunity – In the event there is not a valid eligible list, candidates who meet the following promotion or open-competitive minimum qualifications may qualify for provisional appointment:

Promotion Qualifications: Candidates must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service as follows:

Either 1: two years as a Rehabilitation Assistant 2, Rehabilitation Assistant 2 (Spanish Language), Occupational Therapy Assistant 2, or Physical Therapy Assistant 2 AND a bachelor’s degree in a human service field* or NYS licensure as a Registered Nurse;
Or 2: one year as a Rehabilitation Assistant 2, Rehabilitation Assistant 2 (Spanish Language), Occupational Therapy Assistant 2, or Physical Therapy Assistant 2 AND a master’s degree in a human service field.*

Open-Competitive Qualifications: Candidates must possess one of the following:

Either 1: a bachelor’s degree in a human service field* AND two years of post-bachelor’s qualifying experience;**

Or 2: a master’s degree in a human service field* AND one year of post-bachelor’s qualifying experience;**

Or 3: a master’s degree in rehabilitation counseling.
* Human service field includes disciplines related to the following: addiction studies; child and family studies; communication disorders; community health; education; gerontology; health administration; human services; nursing; nutrition; occupational therapy; physical therapy; psychology; recreation therapy, including art, dance, drama, and music; rehabilitation counseling; social work; and sociology.

** Qualifying Experience: You must have professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions. Internship experience does not count if it was credited toward the qualifying degree.

Duties Description As a Rehabilitation Counselor 1, you would provide a full range of rehabilitation/habilitation services to consumers, including psychosocial, competency training, and residential rehabilitation services, and such vocational services as evaluation, training, counseling, placement and support, and special employment programs.

Additional Comments Background Investigation Requirements
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or federally assisted program), you may be terminated from your employment. If appointed, you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.

Additional Comments:
OMH hospital employees must be fully vaccinated or willing to become fully vaccinated against COVID-19. Candidates who are not fully vaccinated against COVID-19 may not start working until two weeks after their first dose of a COVID-19 vaccine.
