Minimum Qualifications "Permanent Appointment Transfer Candidates: Current Department of Health (DOH) employees with permanent or contingent-permanent status as a Medical Assistance Specialist 1; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 1. Provisional Appointment Candidates : Current Open Competitive Qualifications: Six years of professional experience performing one or more of the following activities in a health care facility, health care agency, health care delivery system, Medicaid program, and/or other public or private health insurance program:
Activities:
1.Establishing, revising, and/or assisting with the implementation of program policies and procedures to meet treatment and/or regulatory requirements of health care.
2.Analyzing State and/or federal health insurance laws to inform the development or modification of program operations.
3.Determining financial eligibility for enrollment in public or private health insurance plans or government funded health services programs. Experience must have included evaluation of individuals’ financial information and/or health condition to ensure individuals meet eligibility criteria specified in State and/or federal laws, rules, and regulations."

preferred qualifications The preferred candidate will have strong analytical and computer skills; excellent interpersonal, written and organizational skills; the ability to coordinate and manage multiple activities, and to work independently and as a member of a team; working with staff in multiple units coordinating work.

Duties Description This position will assist the supervisor and staff within the Bureau of Specialized Services for Children in a broad range of planning, implementation, evaluation, and reporting activities. Specifically, assisting with the Public Health Emergency unwind by assisting with guidance, policies, procedures, and training development. Assist in ensuring consistency of materials in training, posted to the website, and communicated to stakeholders. The incumbent will become knowledgeable and develop an understanding of the Children’s Health Home program, Home and Community Based Services (HCBS) Children’s Waiver, Children and Family Treatment and Support Services, and Foster Care/29-I services to determine changes and or enhancements to the services and programs. The incumbent will assist with projects and program development monitoring, including drafting correspondence on a variety of programmatic and policy issues, responding to routine inquiries from providers and other stakeholders, assisting with program monitoring and evaluation activities, and routine contract management functions. The incumbent will also be responsible for updating and developing public facing documents. Other activities as may be deemed necessary in response to the changing needs of OHIP.
