Job Specifics
Minimum Qualifications Candidates must have a bachelor’s degree and seven years of experience in information technology management. Four additional years of experience, or an associate’s degree and two additional years of experience, may substitute for the bachelor’s degree. J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience. Two years of experience must have been at a managerial level.
Duties Description Under the general direction of the Commissioner and Executive Deputy Commissioner of OASAS, the incumbent will be responsible for oversight and project management of agency information technology (IT) strategies and initiatives. Duties include, but are not limited to: consult with Commissioner and Executive Deputy Commissioner on IT needs and issues; consult with the Executive Team in coordinating and prioritizing the agency’s IT needs to help the agency best support its mission of serving those with Substance Use Disorder (SUD) needs; conduct research and analysis on technology trends and best practices; identify potential IT needs/projects and conduct cost/benefit analysis and recommend actions; develop IT project proposals and plans; liaison with the Office of Information Technology Services (OITS) on project development and implementation to ensure projects progress timely and efficiently; work with OITS, OASAS Fiscal Administration, Office of Counsel and other parties as needed for actions such as RFQ, RFI and RFP development, purchasing, etc.; work with selected vendors on projects, including addressing questions and issues, providing needed deliverables, etc. to ensure product/service is developed in accordance with specifications; coordinate projects with impacted OASAS program areas to ensure needs are met and to facilitate project process, including setting up meetings between parties to discuss business requirements, etc.; manage OASAS staff assigned to projects; assist with the development and enhancement of IT standards; ensure OASAS information technology assets comply with appropriate security protocols, such as FISMA moderate and SOC2 compliance; speak on behalf of the Commissioner and Executive Deputy Commissioner on issues significant to OASAS; and liaison with entities such as the Executive Chamber and other State agencies to help advance the mission of OASAS. Travel approximately 10%.
