Minimum Qualifications Public Health Physician 2 (PHP 2): possession of a license to practice medicine in New York State, board-eligible or board certification in a medical specialty, and either a master’s degree
in Public Health, or one year of experience in a public health program.


Public Health Physician 3 (PHP 3): possession of a license to practice medicine in New York State, board certification in a medical specialty, and either a master’s degree in Public Health, or two years of experience in a public health program.


Preferred qualifications: Experience in in communicable disease, public health, or preventive medicine within a health department, academic, or clinical setting. Education or other substantial training and work experience in epidemiology. Familiarity with communicable diseases, healthcare associated infections, tuberculosis control, and/or infectious disease surveillance and outbreak response activities.

and/or

Experience as an Infectious Disease Trained Physician; an Internal Medicine and/or Family Medicine Trained Physician with HIV Specialist certification; an Internal Medicine and/or Family Medicine Trained Physician with HIV experience; or Internal Medicine and/or Family Medicine Trained Physician with HCV experience

and/or

Fellowship in Applied Public Health; experience in environmental and/or occupation medicine

Duties Description The Office of Public Health and the AIDS Institute are seeking Public Health Physicians with clinical and professional experience, to provide medical direction and cinical leadership for public health programs. The Public Health Physician 2 or 3 (PHP 2/3) will function as a director or medical director for an assigned bureau or regional health program, or as an assistant medical director for a Central Office division requiring oversight of a physician; or serves as the medical director or director for a regional office.

Assigned program area and other duties are contingent on expertise and medical specialty. Assigned program area and tasks may include but are not limited to the following:

Center for Environmental Health: Provide scientific, medical, & public health expertise to identify, understand and prevent risks to human health in NYS’s living and working environments. Collaborate with staff from the various research and surveillance programs to design and execute studies related to worker exposures, assessment of human exposures to environmental contaminants, and use program data to evaluate outcomes and adjust program goals. Other duties include but not limited to providing guidance for the treatment of lead poisoned children; conducting clinical case reviews for the Congenital Malformations Registry; providing medical oversight for the Occupational Health Clinic Network; leading illness outbreak investigations; investigate, research, and analyze the diagnostic and therapeutic uses of new and existing technologies in radiation oncology to identify the probable or root causes of medical misadministration or error and improve quality of care and patient safety; and working to strengthen communications with medical providers on environmental health issues.

Office of Public Health/Center for Community Health: Provide clinical direction and epidemiologic consultation for the prevention and control of disease transmission, including healthcare-associated infections (HAIs) and outbreaks, immunizations and vaccine-preventable diseases, refugee health; and other communicable infectious diseases for one or more Bureaus within the Division and to healthcare providers, schools, hospitals, nursing homes, local health departments, correctional facilities, other state agencies and stakeholders across New York State as needed. Develop and evaluate the design and implementation of scientific studies across the Division that assess the effectiveness of disease surveillance, investigation, and interventions in various healthcare and community settings. Provide oversight into the development of system-wide approaches to surveillance, implementation, and evaluation, conduct epidemiologic research and prepare reports and manuscripts for internal and external stakeholders and for publication; and develop policy and clinical guidance documents on new and emerging public health threats and pathogens for use by Department of Health staff, local health departments, health care providers and other stakeholders.

The Public Health Physician 3 for Immunization is an experienced senior physician manager who serves as the Director of New York State’s Immunization program. The position oversees units responsible for vaccine preventable disease surveillance and response, vaccine confidence, school immunization assessment, vaccine programs such as Vaccines for Children, vaccination data, outreach and education, and vaccine-related fiscal/administrative activities. Duties include providing clinical direction for immunization activities; leading the response to major outbreaks; interacting with contacts both internal and external to NYSDOH; overseeing progress in meeting deliverables for grants and the core immunization cooperative agreement, developing vaccine policy; overseeing, assisting, and mentoring staff in the conduct of scholarly activities; conducting special projects; participating in pandemic planning; and supervising key staff.

AIDS Institute: Will be instrumental in shaping HIV, hepatitis C, and STD care and services, drug user health, and LGBT health care throughout New York State. Provide clinical oversight and expertise to all AIDS Institute programs, including the State’s overall Ending the Epidemic (ETE) initiative as well as individual program areas. Develop recommendations for and review clinical guidance and policy documents and lead the HIV clinical work force initiative, which involves monitoring New York's HIV clinical workforce to address the shortage of clinicians trained to provide HIV health care services; the New York/Virgin Islands AIDS Education and Treatment Center (AETC); court-ordered HIV testing of defendants and treatment of victims of sexual assault governed by State legislation; exposure of emergency response workers; and PrEP, PEP, and nPEP initiatives.

Additional Comments *Hiring Salary is $219,376 for PHP2 and $232,778 for PHP3.

In consideration of priorities and workload, the Public Health Physician position:

• May include travel, including overnights, to areas not served by public transportation.

• May include extended hours, sometimes with limited notice to meet operational needs; this may include evenings and/or weekends.

**May be located outside the Capital Region dependent upon work assignment.
