Minimum Qualifications G-31 – Master’s Degree in public health, epidemiology, mathematics, statistics, biostatistics, engineering, public administration and policy, social sciences, health economics, finance or a related field and five years of professional post degree research experience in an appropriate field; or a Doctorate in one of the above fields and three years of such experience.

Preferred Qualifications: Strong supervisory and program management skills, including supervision of professional level staff. Advanced statistical, report writing, and presentation skills. Advanced knowledge of applied methods of risk adjustment methodologies, predictive modeling for longitudinal and cluster analyses, statistical de-identification, and data linking algorithms. Experience analyzing claims, encounter and eligibility data from multiple payers. Experience with development of dashboards for analytical and for public release purposes. Proven ability to develop and implement analytical and peer review processes to evaluate validity of statistical findings using large administrative and/or clinical data sets. Working knowledge of existing national standards for healthcare quality measures and clinical groupers.

Duties Description "The Research Scientist 5 will work within the Office of Quality and Patient Safety (OQPS), Center for Applied Research and Evaluation (CARE) and will lead multiple research teams in a broad range of research, analysis, programmatic, reporting, and evaluation activities. The Research Scientist 5 will work under the direction of the Center management and will perform research and analytical activities including, but not limited to:
- Oversee analyses and implementation plans for OQPS and inter-agency reporting needs in response to legislative requests, public health priorities, to aid with policy decisions, and to inform public;
- Oversee research, evaluation and reporting activities of healthcare quality improvement programs (Sepsis Care Improvement Initiative, NYS Stroke Designation) including development of risk adjustment and higher order analyses for use in public reporting and peer-reviewed publications;
- Oversee NYS Vital Statistics Program functions: statewide data acquisition, data dissemination, annual reporting, analyses, and program modernization;
- Oversee analyses of claims data and value-added measures from All Payer Database (APD) to support OQPS and DOH priorities: primary care definition, reproductive health, COVID-19 analyses, etc.; Analyses of health plans enrollment, utilization, costs, patient outcomes, definition of health care value and other economic and public health aspects across all payers;
- Identification of data needs, development and maintenance of public data release on HDNY of inpatient, outpatient, and population-based quality of care measures; Apply clinical, quality, and reimbursement classifications and groupers (HCUP, AHRQ, 3M, CMS, etc.) and provide output for public data release; Oversee interactive dashboards development; Implement continuous advancement of data de-identification practices;
- Development and implementation of records linking methodologies using multiple data sources such as SPARCS, Vital Statistics, Sepsis Clinical data, GWTG-Stroke, EMS, etc.
- Development of peer-reviewed publications, statistical briefs, white papers, and progress reports;
- Supervision and mentorship of Research Scientists and Bureau managers."
