Minimum Qualifications Bachelor's degree in mathematics, statistics, engineering, biostatistics, public health, epidemiology, or a related degree, and four years of post-degree professional research experience in a related field; OR a master’s degree in one of the above fields and three years of post-degree professional research experience in a related field; OR a doctoral degree in one of the above fields, and one year of post-degree professional research experience in a related field.

Preferred candidates will have experience in the development and management of a large database that is used to support a public health surveillance system. Knowledge of principles and methods of public health surveillance, and experience in applying the standard criteria for evaluating the effectiveness and usefulness of public health surveillance systems is desired. Experience in the following areas is also preferred: an ability to link public health program knowledge to conceptual modeling, statistical analysis, and interpretation of results; evidence of excellent analytic, critical thinking, and scientific writing skills; the ability to present surveillance and research results to technical and non-technical audiences; intermediate or better proficiency in Statistical Analysis System (SAS) programming, Microsoft Excel, PowerPoint, and Word; and experience in spatial analysis using ArcView or other publicly-available software. "

Duties Description "The incumbent will lead econometric and time-series modeling to accurately forecast monthly program caseload, gross food expenditures, and infant formula rebate revenue for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). This includes building a database from information contained in the WIC Management Information System (NYWIC) to provide accurate caseload numbers. The Research Scientist (RS) 3 will participate in monthly meetings for reviewing mandated reporting of monthly and annual food expenditure projections to the USDA Food and Nutrition Service. The incumbent will be responsible for all phases of economic research and statistical analysis that will inform the administration of the WIC program.
The incumbent will also lead WIC redemption data analyses that support research and evaluation related to the utilization patterns for specific WIC food items and food packages. Specific analyses will assess impact of revised food package changes at the federal and State level on the redemption of WIC allowable foods. Such analyses will incorporate federal, State-level, and small-area analyses and will be supplemented with maps displaying results of spatial analyses as appropriate to facilitate dissemination of results to internal and external stakeholders.

The Research Scientist 3 will also direct, supervise, and support evaluation activities associated with fiscal and program accountability, caseload, expenditure, and infant formula rebate reporting and forecasting for the WIC Program. To facilitate internal and external audits, the incumbent will also contribute to maintaining capacity for accessing archived WIC administrative data using SAS. The incumbent will also supervise junior research staff and interns, and provide guidance on appropriate data sources for macro-economic correlates of WIC program participation.
